PRESS RELEASE*
The Presidium of the Government of the Russian Federation at its meeting on October 5, 2010 made the following decisions on the items on its agenda.
I. Draft federal law On Introducing Amendments to the Federal Law On the Federal Budget for 2010 and for the Planning Period of 2011 and 2012.
The Government of the Russian Federation has approved, after a discussion, the draft federal law authorising budget allocations to increase the authorised capitals of the United Grain Company in the amount of 1 billion roubles, Rosselkhozbank in the amount of 1 billion roubles and Rosagroleasing in the amount of 1 billion roubles and will submit the draft federal law to the State Duma.
The Finance Ministry and the Defence Ministry have been instructed to give further consideration to the issue raised during the meeting of allocating the Defence Ministry additional budget money to pay for utilities services and insure the launches of space satellites and intercontinental ballistic missiles.
The relevant proposals are to be submitted to the Government within two weeks.
II. Draft federal law On Introducing Amendments to the Federal Law On Technical Regulation.
The Government of the Russian Federation has approved the draft federal law and will submit it to the State Duma.
III. Draft federal law On Introducing Amendments to the Code of the Russian Federation On Administrative Offenses (concerning liability for non-compliance with technical regulation requirements).
The Government of the Russian Federation has approved the draft federal law and will submit it to the State Duma.
IV. Draft federal law On Introducing Amendments to Certain Legislative Acts of the Russian Federation to Eliminate Contradictions and Overlaps in the Legislation of the Russian Federation in Connection with the Implementation of the Federal law On Technical Regulation.
The Government of the Russian Federation has approved, after a discussion, the above draft federal law and will submit it to the State Duma.
V. Draft federal law On Ratification of the Protocol on Introducing Amendments to the Customs Union Agreement on Veterinary and Sanitary Measures of December 11, 2009.
The Government of the Russian Federation has approved the draft federal law and will submit it to the State Duma under established procedure.
VI. Draft federal law On Ratification of the Protocol on Introducing Amendments to the Customs Union Agreement on Plant Quarantine of December 11, 2009.
The Government of the Russian Federation has approved the said draft federal law and will submit it to the State Duma.
VII. Draft federal law On Ratification of the Agreement between the Government of the Russian Federation and the Government of Japan on Cooperation in the Peaceful Use of Atomic Energy.
The Government of the Russian Federation has approved the above draft federal law and will submit it to the State Duma.
VIII. Submitting to the President of the Russian Federation for the purpose of ratification the Treaty on Strategic Partnership between the Russian Federation and the Arab Republic of Egypt.
The Government of the Russian Federation has adopted a draft resolution on the issue.
IX. Draft federal law On Ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of South Ossetia on Encouragement and Mutual Protection of Capital Investments.
The Government of the Russian Federation has approved the above draft federal law and will submit it to the State Duma.
X. Signing the Agreement between the Government of the Russian Federation and the Government of the Republic of Nicaragua on Encouragement and Mutual Protection of Capital Investments.
The Government of the Russian Federation has approved a draft executive order on the above issue.
XI. Forming an organizing committee to prepare and hold the celebration of the 150th birth anniversary of Pyotr Stolypin.
The Government of the Russian Federation has adopted a draft executive order on the above issue.
XII. Introducing amendments to Resolution No.400 of the Government of the Russian Federation of July 30, 2004.
The Government of the Russian Federation has adopted a draft resolution on the above issue.
XIII. Submitting to the President of the Russian Federation for the purpose of introducing for ratification the Treaty between the Russian Federation and the Republic of Belarus on the Development of Military-Technical Cooperation.
The Government of the Russian Federation has approved a draft resolution on the above issue.
XIV. Issuing in 2010 state guarantees of the Russian Federation on credits taken out by legal entities registered and engaging in their core activities under their charters on the territory of the Chechen Republic for the purpose of implementing investment projects on the territory of the Chechen Republic.
The Government of the Russian Federation has adopted, after a discussion, a draft executive order on the said issue.
