Prime Minister Vladimir Putin oversees 2011 contracts on the operation of Pikalyovo plants

The following documents have been signed: a 2011 nepheline concentrate supply contract between PhosAgro subsidiary Apatit and BaselCement Pikalyovo; a 2011 carbonate solution supply contract between BaselCement Pikalyovo and Pikalyovo Soda (MetaChem subsidiary); and a 2011 nepheline (belite) sludge supply contract between BaselCement Pikalyovo and Pikalyovo Cement.

Esteemed colleagues,

The government will meet today to consider policies for supporting single-industry towns. That is why we all agreed to have the Pikalyovo contracts signed here on government premises – to demonstrate a possible solution for companies upon which the population of an entire town depends for its livelihood.

We all know how this conflict originated as the economic downturn hit and how it was resolved. I am happy to see that all parties concerned have arrived at this decision on their own. They have worked out solutions that will support the supply chain and guarantee regular operation at each of the plants in 2011.

Let me remind you that in 2009 and 2010 we had to provide 485 million roubles in federal subsidies to pay for the shipment of materials from the plants. We have approved another subsidy – 300 million roubles – for 2011. We will certainly support the Pikalyovo plant and other such companies across the country.

I would like to underscore that such problems require a comprehensive approach, and my colleagues certainly know how this is to be accomplished. I am primarily referring to prudent production management and technological modernisation.

I strongly believe that we will stay the course in this situation as well as in other single-industry towns. The government will provide financial and other support to them. I would also like regional and municipal authorities to contribute their efforts, and company owners and their employees to follow a common plan.

I would like to congratulate the participants of today’s meeting on its success – it is a step along the way toward recovering these companies’ operation. The life of a whole town depends on them.
