At its December 1 plenary meeting the Federation Council passed the federal budget for 2011 and the 2012-2013 planning period.

The document's primary function is to guarantee the fulfillment of social commitments to the general public, to continue the economic modernisation programme and the modernisation of key sections of infrastructure, and to preserve macroeconomic stability.
