Decisions of the November 11 Government Presidium meeting
The Government Presidium of the Russian Federation, at its November 11, 2010 meeting, adopted the following decisions for the items on its agenda:
I. Draft Federal Targeted Programme for the Development of Education in 2011 - 2015
The Government has approved the draft federal targeted programme.
The Ministry of Education has been instructed:
The relevant proposals are to be submitted to the Government by March 31, 2011.
II. Draft federal law On Introducing Amendments to the Federal Law On Transferring Rights in Integrated Technologies
The Government has approved the draft federal law and will submit it to the State Duma.
III. Draft federal laws on the National Payment System and On Introducing Amendments to Certain Legislative Acts of the Russian Federation as well as annulment of the Federal Law on the Activities of Accepting Payments from Natural Persons Carried Out by Settlement Agents and certain Provisions of the Legislative Acts of the Russian Federation in connection with the adoption of the federal law On the National Payment System.
The Government has approved the draft federal laws in light of the discussion and will submit them to the State Duma.
IV. Draft federal law On Introducing Amendments to Articles 374 and 376 of the Labour Code of the Russian Federation
The Government has approved the draft federal law and will submit it to the State Duma.
V. Draft federal law On Voluntary Fire Service
The Government has approved the draft federal law and will submit it to the State Duma.
VI. Draft federal law On Introducing Amendments to the Water Management Code of the Russian Federation and to Article 1 of the Urban Development Code of the Russian Federation
The Government has approved the draft federal law and will submit it to the State Duma.
VII. Draft federal law On Introducing Amendments to Certain Legislative Acts of the Russian Federation to increase the liability for violations connected with restrictions on the retail sale of alcoholic beverages and beer to minors.
1. The Government has approved the draft federal law and will submit it to the State Duma.
2. Rosalkogolregulirovaniye (the Federal Alcohol Market Regulation Service) has been instructed, in the effort to increase the effectiveness of the regulation of the alcohol market in the Russian Federation and the production of ethylated alcohol, to take the necessary measures to introduce amendments to the national legislation to include beer in the category of alcoholic products.
VIII. Submitting a proposal to the President of the Russian Federation to sign the Agreement on Coordinated Macroeconomic Policy (being concluded as part of the creation of the Common Economic Space)
The Government approved the draft resolution on the issue in light of the discussion.
IX. Submitting to the President of the Russian Federation for the purpose of introducing for ratification the Agreement on Legal Assistance and Interaction of the Customs Bodies of the Member States of the Customs Union on Criminal Cases and Administrative Offenses Cases
The Government has adopted a draft resolution on the above issue.
X Submitting to the President of the Russian Federation for the purpose of introducing for ratification the agreement on the procedure of the movement of goods for personal use by natural persons across the customs border of the Customs Union and customs operations connected with the release thereof.
The Government has adopted a draft resolution on the above issue.
XI. The distribution of subsidies among the budgets of the constituent entities of the Russian Federation to support measures to balance the budgets of the constituent entities of the Russian Federation.
The Government has adopted a draft executive order on the above issue.
XII. Granting federal budget subsidies to the budget of the Volgograd Region in 2010 to balance the budget and to liquidate the aftermath of the wild fires on the territory of the Volgograd Region in 2010 and introducing an amendment to Government Executive Order No. 1444-r of September 3, 2010.
The Government has adopted a draft executive order on the above issue.
