First Deputy Prime Minister Viktor Zubkov chairs a meeting of the Subcommission on Customs Tariff and Non-Tariff Regulations and Protective Measures in Foreign Trade

The meeting participants voted to recommend that the government amend the protective policy currently applied to imported stainless steel pipes. The proposal involves replacing the 28.1% ad valorem duty effective since November 2009 with a combined duty of 9.9% but no less than $1,500 per metric ton of pipe.

The participants finalised amendments to the Statute on the Import and Export of Cryptographic (Encoding) Equipment in the Customs Union. They also considered non-tariff regulatory policies and approved amendments to Section 2.12 of the Common List of products banned for import or export, or subject to restrictions on import or export by the Customs Union member states as part of the Eurasian Economic Community in trade with third countries. The amendments make the following additions to the list:

- 315. Synthetic cannabinoids;
- 316. Tramadol;
- 317. Para-methylephedrone.

The amendments are intended to tighten control of certain narcotic and psychotropic drugs crossing the borders of the Customs Union.

Finally, the meeting participants supported the finalised resolution of the Customs Union Commission approving the Procedure for Suspending or Revoking Licences. The new procedure establishes clear timeframes for considering such actions.
