Prime Minister Vladimir Putin discusses residential construction work in Kamchatka with Nikolai Abroskin, Head of the Federal Agency for Special Construction

Transcript of the beginning of the meeting:

Vladimir Putin: Mr Abroskin, your organisation was appointed as the sole contractor to fulfil orders intended to solve the problems of seismic resistance in Kamchatka and the relocation of people there who live in dilapidated houses. How do you plan to organise your work?

Mr Abroskin: Mr Putin, you signed the executive order appointing us as the sole main contractor, and to date 39 contracts on enhancing seismic resistance and on residential construction work have been signed. They provide for the construction of 13 blocks of flats with a total area of 26,000 square metres. Also, contracts have been signed on increasing the seismic resistance capacity of eight buildings.

As for the buildings and facilities used as pre-school centres and the like, the issue is currently under scrutiny, because making them more earthquake-proof will require a considerable outlay. The final decision will be reached taking the conclusions reached fully into account.

In addition, together with the local authorities, we have found a suitable site for the construction of another four houses with a total area of 20,000 square metres. We have sent a task-force that was not, let's say, overloaded with work there in Kamchatka, straight to the area. They have overseen the start of site development and are drafting a plan of construction works to be undertaken. The plan is to finish it on November 1, 2011. We are planning to commission 46,000 square metres of housing in nearly a year and one month.

Vladimir Putin: 46,000 square metres?

Mr Abroskin: Yes. But I think that over this time the territorial administration will see how we are working and will ask us to do even more.

Vladimir Putin: And what volume of funds will you put into this?

Mr Abroskin: If we include the new site: 3,6 billion roubles.

Vladimir Putin: Good.
