Decisions of the September 30 Government Presidium meeting
The Government Presidium of the Russian Federation, at its September 30, 2010 meeting, adopted the following decisions for the items on its agenda:
1. Report on the progress of Federal Targeted Programmes and the Federal Targeted Investment Programme in the first six months of 2010
The Government has taken note of the report on the issue presented by the Ministry of Economic Development and has instructed the federal executive bodies that commission the federal targeted programme and construction and other projects for federal needs to take the necessary measures to eliminate the lag in the first six months of 2010 in the fulfillment of programme activities and to ensure the timely initiation of the objects scheduled to be completed before January 1, 2011.
2. State Programme Patriotic Upbringing of the Citizens of the Russian Federation in 2011-2015
The meeting adopted the draft government resolution on the above issue.
3. Draft State Programme Information Society 2011-2020
The Government has taken note of the report by the Minister of Communications and Mass Media, Igor Shchegolev, on the above issue and, in light of the discussion that took place at the meeting, adopted a draft Government Executive Order on the issue amending the text of the draft state programme Information Society (2011-2020), including the programme targets and the list of activities planned.
4. Draft Federal Law On Introducing Amendments to the Federal Law On the Subsistence Minimum in the Russian Federation and Part 2 of the Civil Code of the Russian Federation
The Government has approved the draft federal law On Introducing Amendments to the Federal Law On the Subsistence Minimum in the Russian Federation and Part 2 of the Civil Code of the Russian Federation and will submit same to the State Duma.
5. Draft federal laws On Guaranteed Provision of Pensions for Certain Categories of Citizens and on introducing amendments to Article 17 of the Federal Law On Mandatory Pension Insurance in the Russian Federation
The Government has approved draft federal laws On Guaranteed Provision of Pensions for Certain Categories of Citizens and on introducing amendments to Article 17 of the Federal Law On Mandatory Pension Insurance in the Russian Federation and will submit same to the State Duma.
6. Draft federal law On Mandatory Civil Liability Insurance of the Carrier for Causing Harm to Passengers
The Government has approved the draft federal law On Mandatory Insurance of Civil Liability of the Carrier for Causing Harm to Passengers and will submit same to the State Duma.
7. Draft federal law On Introducing an Amendment to Article 117 of the Penal Enforcement Code of the Russian Federation
The Government has approved the draft federal law On Introducing an Amendment to Article 117 of the Penal Enforcement Code of the Russian Federation and will submit same to the State Duma.
8. Draft federal law On Introducing an Amendment to Article 8 of the Federal Law On the Procurement and Supply of Agricultural Produce, Raw Materials and Food for State Use, annulment of the Resolution of the Supreme Soviet of the Russian Federation On Measures to Improve Payments for Communication Services and Some Provisions of the Legislative Acts of the Russian Federation
The Government has approved the draft federal law On Introducing an Amendment to Article 8 of the Federal Law On the Procurement and Supplies of Agricultural Produce, Raw Materials and Food for State Use, annulment of the Resolution of the Supreme Soviet of the Russian Federation On Measures to Improve Payments for Communication Services and Some Provisions of the Legislative Acts of the Russian Federation and will submit same to the State Duma.
9. Introducing amendments to the Statute on the Ministry of Economic Development of the Russian Federation
The meeting adopted the draft resolution of the Government on the above issue.
10. Introducing an amendment on the Statute of the Federal Road Agency
The meeting has adopted a draft government resolution on the above issue.
11. Submitting the Agreement on Collective Rapid Reaction Forces of the Collective Security Treaty Organization to the President of the Russian Federation for the purpose of submitting the same for ratification
The meeting approved a draft government resolution on the above issue.
12. Submitting to the President of the Russian Federation for the purpose of ratification the Agreement between the Government of the Russian Federation and the Government of the French Republic on the Transit of Materiel and Personnel through the Territory of the Russian Federation in Connection with the Participation of the Armed Forces of the French Republic in the Efforts to Stabilize and Restore the Interim Islamic State of Afghanistan
The meeting adopted a draft government resolution on the above issue.
13. Distribution of subsidies to the budgets of the constituent entities of the Russian Federation for 2010 to support measures to balance the budgets of the constituent entities of the Russian Federation
The Government has adopted a draft executive order on the above issue and instructed the Ministry of Finance and Ministry of Agriculture to monitor targeted use of the subsidies made available to the constituent entities of the Russian Federation for the implementation of a package of measures aimed at overcoming the consequences of the 2010 drought and to present weekly progress reports to the Government of the Russian Federation.
