On October 7, 2010, Prime Minister Vladimir Putin signed executive orders approving development programmes for four universities, including the Ural Federal University named after the First President of Russia Boris Yeltsin, the Ammosov North-Eastern Federal University, the North (Arctic) Federal University and St Petersburg State University.
