The Government Presidium, at its meeting on September 9, 2010, adopted the following decisions on agenda items:
I. On the draft concept for a unified national accreditation system in the Russian Federation and a development plan for the unified national accreditation system in the Russian Federation
Following discussion, a draft executive order of the government of the Russian Federation was adopted on the issue.
II. On the draft federal law On Amendments to Article 1 of the Federal Law On Additional Monthly Allowances to the Citizens of the Russian Federation for Their Outstanding Achievements and Public Service
The government approved the draft federal law On Amendments to Article 1 of the Federal Law On Additional Monthly Allowance to the Citizens of the Russian Federation for Their Outstanding Achievements and Public Service, which will be submitted to the State Duma.
III. On the draft federal law On Amendments to the Federal Law On the Central Bank of the Russian Federation (Bank of Russia) and Resolution No. 2815-1 of the Supreme Council of the Russian Federation of May 22, 1992 On the Russian Federation Entering the International Monetary Fund, the International Bank for Reconstruction and Development and the International Development Association, as well as to Part II, Article 149 of the Tax Code of the Russian Federation
Following discussion, the government approved the amendments to the federal law On the Central Bank of the Russian Federation (Bank of Russia) and Resolution No. 2815-1 of the Supreme Council of the Russian Federation of May 22, 1992 On the Russian Federation Entering the International Monetary Fund, the International Bank for Reconstruction and Development and the International Development Association, as well as to Part II, Article 149 of the Tax Code of the Russian Federation. Following discussion, the government approved the draft federal law On Amendments to the Budget Code of the Russian Federation and Other Legislative Acts of the Russian Federation, which will be submitted to the State Duma.
V. On the draft federal law On Ratification of the Protocol to the Agreement between the Governments of the Russian Federation and the People's Republic of China on Cooperation in the Construction of a Nuclear Power Plant in the PRC and Russia Issuing a State Loan to the PRC, of December 18, 1992.

The government approved the draft federal law On Amendments to the Federal Law On Military and Technical Cooperation of the Russian Federation With Foreign States, which will be submitted to the State Duma.
VIII. On the draft federal law On Ratification of the Agreement Between the Government of the Russian Federation and the Customs Union Commission on the Terms and Conditions of the Commission's Presence in the Russian Federation
The government approved the draft federal law On Ratification of the Agreement Between the Government of the Russian Federation and the Customs Union Commission on the Terms and Conditions of the Commission's Presence in the Russian Federation, which will be submitted to the State Duma.
IX. On the draft federal law On Ratification of the Agreement between the Governments of the Russian Federation and the Republic of Turkey On Cooperation in the Construction and Operation of the Akkuyu Nuclear Power Plant in the Republic of Turkey
Following discussion, the government approved the draft federal law On Ratification of the Agreement between the Governments of the Russian Federation and the Republic of Turkey On Cooperation in the Construction and Operation of the Akkuyu Nuclear Power Plant in the Republic of Turkey. X. On the draft federal law On Amendments to Part II of the Tax Code of the Russian Federation and the Federal Law On The Legal Status of Foreign Citizens in the Russian Federation
Following discussion, the government approved the draft federal law On Amendments to Part II of the Tax Code of the Russian Federation and the Federal Law On the Legal Status of Foreign Citizens in the Russian Federation, which will be submitted to the State Duma.
XI. On the draft federal law On Amendments to Part II , Article 333 of the Tax Code of the Russian Federation

XII. On signing an agreement between the governments of the Russian Federation and the Republic of Abkhazia on the transfer of ownership of facilities on the territory of the Republic of Abkhazia to the Russian Federation and the terms of their use

XIII. On the submission of a suggestion to sign an agreement of cooperation and mutual support in customs issues between the Russian Federation and the Republic of Abkhazia to the president of the Russian Federation
A draft resolution of the government of the Russian Federation was adopted on the issue.
XIV. On the submission of a suggestion to sign an agreement of cooperation and mutual support in customs issues between the Russian Federation and the Republic of South Ossetia to the president of the Russian Federation
A draft resolution of the government of the Russian Federation was adopted on the issue.
XV. On amendments to certain legislative acts of the government of the Russian Federation

XVI. On amendments to certain resolutions of the government of the Russian Federation regarding the authority of the Ministry of Natural Resources and Environment of the Russian Federation, the Federal Service for Supervision of Natural Resources and the Federal Service for Environmental, Technological and Nuclear Oversight
A draft resolution of the government of the Russian Federation was adopted on the issue.
XVII. On issuing, as per court order, state housing certificates to the government of the Amur Region for citizens who lost their homes in the accident that took place in July 2007 in the city of Zeya and the village of Ovsyanka (the Zeya district of the Amur Region)

XVIII. On providing humanitarian aid to the people of the Republic of Tajikistan

XIX. On providing subsidies from the federal budget to the Altai Territory to ensure the balancing of regional budgets in response to the aftermath of the wildfires in the Altai Territory in 2010.
