The Russian Government Presidium adopted the following decisions on the items on its agenda at its meeting on August 20, 2010:

I. The results of assessing the efficiency of the work of executive bodies of the Russian Federation's constituent entities following the results of 2009

The government of the Russian Federation approved the draft report on the results of assessing the efficiency of the work of executive bodies of the Russian Federation's constituent entities following the results of 2009 and ordered:

• the Ministry of Regional Development jointly with the relevant federal executive bodies to submit to the government of the Russian Federation the proposals on improving the system for assessing the efficiency of the work of executive bodies of the Russian Federation's constituent entities within two months.
• the Ministry of Regional Development to post the results of the assessment of the efficiency of the work of executive bodies of the Russian Federation's constituent entities following the results of 2009 on the ministry's official web site within three days.
• the Russian Finance Ministry, when drawing up the federal budget for 2011 and the planning period of 2012 and 2013, to provide budget funding to the Ministry of Regional Development to issue grants for achieving and (or) encouraging the achievement of the best performance results for executive bodies of the Russian Federation's constituent entities.

         II. Distributing subsidies to budgets of the Russian Federation's constituent entities to support measures to balance the budgets of the Russian Federation's constituent entities to cooperate in achieving and (or) encouraging the achievement of the best performance results of executive bodies of the Russian Federation's constituent entities.   

The draft executive order of the government of the Russian Federation on the issue was adopted at the meeting.

III. Draft federal law On Amending the Federal Law "On Seaports in the Russian Federation and Amending Certain Legislative Acts of the Russian Federation"

The draft federal law On Amending the Federal Law "On Seaports in the Russian Federation and Amending Certain Legislative Acts of the Russian Federation" was approved at the meeting. The decision was made to submit it to the State Duma.

IV. Submitting to the president of the Russian Federation a proposal on signing the Agreement on Unified Principles and Rules for Technical Regulations in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation

The Russian government adopted a draft resolution on this issue.

V. Amending certain regulatory legal acts of the government of the Russian Federation on the work of the Ministry of Healthcare and Social Development, the Ministry of Industry and Trade and the Federal Service for Supervision of Healthcare and Social Development in the field of the circulation of medical drugs

The draft resolutions of the government of the Russian Federation On Amending Certain Legislative Acts of the Government of the Russian Federation in Connection with the Adoption of the Federal Law On the Circulation of Drugs and On Amending Legislative Acts of the Government of the Russian Federation on the Work of the Ministry of Healthcare and Social Development, the Ministry of Industry and Trade and the Federal Service for Supervision of Healthcare and Social Development were adopted at the meeting.

VI. Establishing the organising committee for the preparation of festivities to mark the 50^th anniversary of the Federal State Educational Institution the National Children's Centre Orlyonok

The draft executive order of the government of the Russian Federation was adopted at the meeting.

VII. Distributing subsidies to budgets of the Russian Federation's constituent entities to support measures to balance the regional budgets

The draft executive order of the government of the Russian Federation was adopted with due account of the discussion held and the instructions given during the meeting to render additional financial support to the budgets of the Voronezh and Ryazan Regions in the amount of up to 300 million roubles.

The Finance Ministry jointly with Ministry of Regional Development was instructed to sign agreements with supreme executive bodies of the Kamchatka Territory and the Magadan Region, stipulated by Clause 4 of Resolution of the government of the Russian Federation No.231 of April 13, 2010, On the Procedure of Distributing and Providing Subsidies to the Budgets of the Russian Federation's Constituent Entities to Support Measures to Balance of Budgets of the Russian Federation's Constituent Entities for 2010.

VIII. Distributing subsidies from the federal budget to the budgets of the Russian Federation's constituent entities to support measures to balance the regional budgets in order to eliminate the consequences of wildfires in 2010 and amending executive order of the government of the Russian Federation No. 1286-p of July 30, 2010, accordingly.

The draft executive order of the government of the Russian Federation on the issue was adopted at the meeting.
