PRESS RELEASE *
The Government Presidium of the Russian Federation, at its July 29, 2010 meeting, adopted the following decisions for the items on its agenda.
1. Draft guidelines of budget policy for the federal budget for 2011 and the 2012-2013 planning period
A. The Government of the Russian Federation has approved in principle the guidelines of budget policy for 2011 and for the 2012-2013 planning period with due account of the decisions taken at the meeting of the Government Commission on Budget Projections for the next fiscal year and the planning period.
B. The Government of the Russian Federation has approved the main characteristics of the federal budget for 2011 and for the 2012-2013 planning period as the basis for preparing the draft federal budget for 2011 and the 2012-2013 planning period.
C. The Government of the Russian Federation has approved the ceilings on federal budget allocations for the subjects of budget planning for 2011 and the 2012-2013 planning period as submitted by the Ministry of Finance.
The Ministry of Finance has been given until August 3, 2010 to send to the subjects of budget planning the projected ceilings of budget allocations from the federal budget for 2011 and the 2012-2013 planning period.
2. The main characteristics of the budgets of state off-budget funds of the Russian Federation for 2011 and for the 2012-2013 planning period
The Government of the Russian Federation has approved the main characteristics of the budgets of state off-budget funds of the Russian Federation for 2011 and the 2012-2013 planning period with due account of the decisions made at the meeting of the Government Commission for Budget Projections for the next fiscal year and the planning period.
3. The list of federal targeted programmes to be financed from the federal budget in 2011 and in the 2012-2013 planning period
A. The Government of the Russian Federation has approved in principle the list of the federal targeted programmes to be financed from the federal budget in 2011 and the 2012-2013 planning period.
B. The Ministry of Industry and Trade, the Ministry of Education and Science, the Ministry of Regional Development, the Ministry of Defence, the Ministry for Natural Resources, the Ministry of Sport, Tourism and Youth Policy, the Ministry of Healthcare and Social Development, the Ministry of Economic Development, the Emergencies Ministry, the Ministry of Communications and Mass Media, Roskosmos, the State Corporation Rosatom have been instructed, within their scopes of authority, to submit by September 1, 2010 to the Government of the Russian Federation under established procedure draft programmes Accessible Environment for 2011-2015, Clean Water for 2011-2013, the Development of the Pharmaceutical and Medical Industry in the Russian Federation in the Period Until 2020 and Beyond, Housing for 2011-2015, The Russian Language for 2011-2015, The Preservation and Reconstruction of Military Memorials in 2011-2015, Protection of Lake Baikal and the Social and Economic Development of the Baikal Natural Area for 2011-2020, the Development of Internal and Incoming Tourism in the Russian Federation (2011-2016), Improvement of the Federal System of Reconnaissance and Control of the Air Space of the Russian Federation until 2015, Reducing the Risks and Mitigating the Consequences of Natural and Manmade Emergencies in the Russian Federation until 2015, Ensuring Safe Flights of the Aircraft of the State Aviation of the Russian Federation in 2011-2015, Industrial Disposal of Armaments and Military Hardware in 2011-2015 and in the Period until 2020, Overcoming the Aftermath of Radiation Accidents in the Period to 2015, the Federal Targeted Education Development Program for 2011-2015, the Information Society (2011-2020), Industrial Disposal of Weapons and Military Hardware of the Nuclear Complex in 2011-2015 and in the period to 2020 as well as draft subprogrammes The Creation and Organization of Production of New-Generation Diesel Engines and Their Components in the Russian Federation in 2011-2015 and The Development of the Machine and Tool Industry in the Russian Federation for 2011-2016, a subprogramme of the federal targeted programme The National Technological Base for 2007-2011, The Creation of the Support Infrastructure for the Vostochny Space Launching Site, a subprogramme of the federal targeted programme The Development of Russian Space Sites in 2006-2015 scheduled to be launched from 2011.
4. Draft federal law on introducing amendments to part 2 of the Tax Code of the Russian Federation (On the Procedure for Accounting the Income and Expenditure of Small and Medium-sized Businesses in Rendering Financial Assistance to Them)
The Government of the Russian Federation has approved the draft federal law on the above issue and will submit it to the State Duma.
5. Draft federal law on introducing amendments to Article 11 of the federal law On Higher and Postgraduate Professional Education
The Government of the Russian Federation has approved the draft federal law on the above issue and will submit it to the State Duma.
6. Draft federal law on introducing amendments to certain legislative acts of the Russian Federation in connection with the transfer of certain state control functions to the customs agencies of the Russian Federation
The Government of the Russian Federation has approved the draft federal law on the above issue and will submit it to the State Duma.
7. Draft federal law On the accession of the Russian Federation to the International Convention on the Simplification and Harmonisation of the Customs Procedures on May 18, 1973 as amended by the Protocol On Introducing Amendments to the International Convention On the Simplification and Harmonisation of the Customs Procedures of June 26, 1999.
The Government of the Russian Federation has approved the draft federal law on the above issue and will submit it to the State Duma.
8. Draft federal law On ratification of the agreement between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on cooperation in joint control of the Russia-Kazakhstan state border
The Government of the Russian Federation has approved the draft federal law on the above issue and will submit it to the State Duma.
9. Draft federal law on introducing amendments to the federal law On the State Atomic Energy Corporation Rosatom and Selected Legislative Acts of the Russian Federation
The Government of the Russian Federation has approved the draft federal law on the above issue and will submit it to the State Duma.
10. Draft federal law On Ratification of the Agreement between the Government of the Russian Federation and the Government of Mongolia on the Creation of Joint Limited Liability Company Dornod Uran
The Government of the Russian Federation has approved the draft federal law on the above issue and will submit it to the State Duma.
11. Draft federal law The Statute on the Discipline of the Employees of Organizations Managing Production Facilities in the Field of Peaceful Use of Atomic Energy that are High Risk in terms of Radiation or Nuclear Control
The Government of the Russian Federation has approved the draft federal law on the above issue and will submit it to the State Duma.
12. On the allocation to the executive bodies of the constituent entities of the Russian Federation of federal subsidies to support measures to ensure balanced budgets of the constituent entities of the Russian Federation for the purpose of material assistance to residents who lost their homes as a result of forest fires in 2010
The Government of the Russian Federation has approved an executive order on the above issue.
