“Already 410 of the main services provided by the federal government are available over the internet,” Deputy Prime Minister Sergei Sobyanin said at the social and economic forum “Information Society” in Tver

During the forum, the deputy prime minister said that Russia, for the first time in its history, has an integrated system allowing Russians to access public services electronically. Today gosuslugi.ru, a web portal for public services, lists 410 of the main services provided by the federal government and over 2,000 services provided by regional governments via the internet. The public services provided by 62 of Russia's regions are listed on the web portal.

Deputy Prime Minister Sobyanin also named the government agencies that were the first to transition to internet-based services, which include the Federal Migration Service, the Federal Service for State Registration, Cadastre and Cartography, the Federal Taxation Service and the Pension Fund. The government intends to expand the list of priority public services provided via the internet. The list will include official tax notices, accreditation of education and scientific institutions, applications for inventions, issuing patents and others.

The deputy prime minister said that starting July 1, 2011 government agencies will no longer be allowed to demand that citizens submit information that is available at other government agencies. "Government agencies will be required to request this information themselves, so that there is an integrated approach to providing services. These requests will be processed using a system of interagency communication," Sobyanin said.

In addition, all Russian citizens will be provided with electronic cards. This card will function as ID, mandatory medical insurance card, pension insurance card, social welfare card, transport ticket and much more. The deputy prime minister added that pilot projects for electronic cards will be launched in Moscow, Tatarstan, Bashkortostan and the Astrakhan Region, while more than 20 other regions will participate in the project to some extent. The plan is for the card to be introduced throughout Russia starting in 2011. 

Segrei Sobyanin also said that starting July 15, 2010 ten principal federal agencies will receive only electronic documents from the government. From August 15 on, these same agencies will be required to submit only electronic documents to the government. Most federal agencies will transition to electronic document management systems by November.
