First Deputy Prime Minister Viktor Zubkov chairs a meeting of the working group on implementing the Federal Law On Government Regulation of Commercial Activity in the Russian Federation

The members of the working group supported the draft federal law currently under consideration, which would make an amendment to Article 26.3 of the Federal Law On General Principles of Organising Legislative (Representative) and Executive Government Bodies of the Constituent Entities of the Russian Federation. The amendment would authorise executive bodies of the constituent entities of the Russian Federation to regulate trade and commercial activity in accordance with laws on government regulation of commercial activity.

The working group approved the draft resolution of the government of the Russian Federation to approve the list of certain types of socially significant provisions for which retail prices may be regulated (24 types of goods).

The list is included in the Federal Law On the Consumer Basket in the Russian Federation. Any additional payments to retail chains for the sale of goods from a different list (4 types) are prohibited.

Viktor Zubkov emphasised that the government of the Russian Federation would closely monitor the application of regulations regarding these lists and may amend or supplement these regulations if required.
The working group also discussed proposed amendments to the Code of Administrative Offences of the Russian Federation, which would impose tougher punishments for violations of regulations. As a result, the working group voted to improve the draft law, taking into consideration the comments from the State-Legal Directorate of the Presidential Executive Office and the Ministry of Justice of the Russian Federation.

Another topic of discussion at the meeting was the implementation of the Federal Law On Government Regulation of Commercial Activity in the Russian Federation in the difficult-of-access regions of Russia's extreme north, and the regions designated as special economic zones (the Kaliningrad Region).

The working group also discussed a draft standard statute on a commercial register and data retrieval from it. The register is meant to facilitate the creation of a unified form and procedure by which the executive authorities of the constituent entities of the Russian Federation can create a data source on commercial activity in the regions.
