First Deputy Prime Minister Viktor Zubkov conducted a meeting of the Government Commission on Protective Measures in Foreign Trade and Customs Tariff Policy.

Pursuant to the directive of Prime Minister Vladimir Putin, issued after a working trip to Nizhniy Novgorod, the issue of giving support to the metallurgical industry was discussed. The Commission decided to cancel import customs duties on certain raw materials used in metallurgy and the automobile industry. They include certain types of rolled stock for the production of large-diameter piping, zinc-plated sheets used in auto making as well as ferrous metal scrap and waste. The measure is intended to hold back the growth of prices due to the rising cost of metallurgical raw materials both in Russia and abroad.

It has been decided to extend the current regime of duty-free import of civilian aircraft with a seating capacity of more than 300 passengers. That category of aircraft includes long-distance planes (with a range of over 7000 km) that are not produced in Russia. The preservation of the existing customs regime will ensure the competitiveness of Russian air carriers, and improve the safety and comfort of long-distance flights.

The Commission also decided that it would be feasible to extend and make permanent a 5% import customs duty for  vine cuttings to help meet the market demand for high-quality planting material required for the production of wines.
