First Deputy Prime Minister Viktor Zubkov chairs a meeting of the government subcommission on customs tariff and non-tariff regulation and protective measures in foreign trade

The sub-commission members approved a proposal to increase the euro-denominated component of the import customs duty on restored/used tyres in the Common Customs Tariff of the Customs Union member states from €6.9 to €20 apiece. The value-added component of the rate will remain unchanged at 20%.

The sub-commission members also agreed to a formula for the export duty on liquefied hydrocarbon gases. The new approach defines a rate scale based on gas prices. The so-called cut-off price (the lowest price at which the scale applies) is $490.

The sub-commission considered the adjustment of export rates on raw timber, debarked wood, treated wood, and other timber used for electric transmission and communication line posts, and drafted a recommendation to the government to cut the export customs duty (€100 per cu m) on the above products to 25% (a rate currently applied to raw soft wood) but not lower than €15 per cu m.

The meeting participants deemed it expedient to establish a separate code for polyurethane construction components in the Customs Union's commodity classifier for foreign trade, so that import duty on these products may be changed independently in the future.

As for the non-tariff regulation policies, sub-commission members agreed the procedures for suspending/cancellation of licenses and for making changes to the list of goods subject to bans or restriction of import/export by the Customs Union states as part of EurAsEC trade with third parties. The participants also agreed on the relevant regulations for imposing the restrictions.

The participants also agreed to leave unchanged the current import duties on paper and patent-coated manila board (15%).
