Deputy Prime Minister and Head of the Government Executive Office Sergei Sobyanin chairs a meeting of the Government Commission for Integrating Information Technologies into the Work of the Government and Local Administrations

The commission focused on the issue of moving government services online, discussing the effects of implementing he third stage of the programme to move top-priority federal government services online, as required by the Government Executive Order No. 1555-r of October 17, 2009.

This stage means that people must have the opportunity to submit documents online, at the integrated portal of national and local government services. So far the requirements of the executive order for the third stage of the programme have been met partly or fully with regard to 37 top-priority services.

The commission reconsidered and adopted the draft for a pilot project for government services for individuals in the Republic of Tatarstan, the Republic of Bashkortostan and the Astrakhan Region, to be moved online using a universal electronic card.

The commission also heard several reports on the progress in developing an online system for interdepartmental document flow. More than 15 ministries and agencies are using this system. Since it is in its trial phase, paper copies are kept of each online document. Online documents will replace all paperwork by the end of 2010.

The Commission also heard a report on the progress made implementing government directives regarding the e-Government project.
