Deputy Prime Minister and Chief of Government Staff Sergei Sobyanin chairs a videoconference of the Government Commission for Integrating Information Technologies in the Work of the Government and Local Administrations

The videoconference was attended by Astrakhan Region Governor Alexander Zhilkin, Bashkortostan Prime Minister Rail Sarbayev and representatives from several banks, including Sberbank, URALSIB and Ak Bars Bank.

First Deputy Minister of Civil Defence, Emergencies and Disaster Relief Ruslan Tsalikov reported on the project to establish 112 as a universal emergency telephone number for all of Russia. Based on the positive results from the GLONASS 112 project implemented in the Republic of Tatarstan, a resolution was adopted to use the GLONASS system to help establish 112 as a universal emergency number.

Mikhail Tyurkin, a member of the commission and deputy head of the Federal Migration Service, discussed his agency's use of electronic communications to work more closely with other government bodies.

In addition, the officials discussed and approved the basic elements of a pilot project whereby citizens of the Republic of Tatarstan, the Republic of Bashkortostan and the Astrakhan Region would begin using universal electronic cards to receive government services. Officials hope to use the pilot project to test the basic technology that will make it possible to expand the universal electronic card system throughout the Russian Federation.

The Commission also endorsed the provisions and composition of the Council for Regional Informatisation. The Council will operate under the Commission for Integrating Information Technologies in the Work of the Government and Local Administrations and be responsible for consolidating the best practices from regional informatisation projects and address issues regarding the integration of federal and regional information networks.
