First Deputy Prime Minister Viktor Zubkov, who was on a working visit to Tambov, conducted a meeting on the development of agriculture in the Central Federal District.

Commenting on the results of the meeting to journalists, Mr Zubkov also mentioned the issue of meat imports. “Meat covered by quotas must be accepted, but something has to be done about the meat not covered by quotas.

During the meeting Mr Zubkov stressed that "food prices in the shops are rising and trade has become monopolised." Mr Zubkov said that "a farmer has to pay large amounts to be allowed to sell his products."

Mr Zubkov believes that in order to rectify the situation "it is necessary to create farmers' associations and cooperatives for the production and sale of milk, meat and poultry." He said that "Chuvashia has such experience. There the milk collected from farms is taken to the enterprise's own processing plant and the products are then sold in their own markets without any intermediaries."

Commenting on the results of the meeting to journalists, Mr Zubkov also mentioned the issue of meat imports. "Meat covered by quotas must be accepted, but something has to be done about the meat not covered by quotas. We must hold negotiations with these countries to get these amounts recalled," Mr Zubkov said. He noted that meat imports into Russia had registered a substantial growth this year.

At the same time, Mr Zubkov said,  restrictive measures must be well calculated so as not to undermine the market. Mr Zubkov gave the Ministry of Economic Development and the Ministry of Agriculture until the end of the month to calculate the possible growth of meat production in Russia and the amounts of imports required.
