The message reads, in part:

“People's lives and the prevention of environmental and economic damage depend on your professionalism, courage and readiness to help. You have repeatedly proved that you can accomplish any objective, no matter how difficult. It is highly important that the people of Russia can always count on you.

“A number of important objectives now stand before the department. You should be able to effectively predict emergencies and establish an effective early-warning system. You should more effectively prevent violations of safety regulations, conduct explanatory work among people and train volunteers. And, of course, you should focus on the social security of specialists of all services of the Ministry of Civil Defence, Emergencies and Disaster Relief, and you should ensure their professional improvement.

“I am confident that you will continue to fulfill your duty in the same worthy manner as before.”
