“The Government has earmarked 102 billion roubles for the programme. This year 39 billion roubles will be disbursed and subsequently 21 billion roubles will be disbursed every year,” Mr Zubkov told the Commission meeting on Wednesday.

The questions that appeared during fulfilling the decisions taken at a meeting on more effective use of water resources in Rostov were discussed during the meeting.

“Because it is a negotiating position it would be better if the list is not revealed,” he said adding that it will not be a unilateral Russian decision and the withdrawal from the agreement will be preceded by negotiations.

"I must say that in drafting the budget, the Government set itself the task of primarily funding education, health care, innovation development of the economy and infrastructure, and, of course, the security of our citizens."
