The governor reported to the prime minister that regional budget revenues are resuming pre-crisis level. Housing construction is up. Regional social commitments are honoured, including pay hikes for public-sector employees.

“If a political party wants popular support, it must understand the people’s concerns, their needs, and make improving their quality of life its priority. It should focus on increasing people’s welfare – not in some abstract way, but specifically in one’s city, village, region or in Russia as a whole.”

The Governor reported on his first actions after taking office, on the current social and economic situation in the region and future plans. A special emphasis during the meeting was laid on raising teachers’ salaries.

Head of the Federal Customs Service told Putin about the initial results of his department’s work during the Customs Union’s operation. He emphasised that more taxes and duties are being collected.

Vladimir Putin and Oleg Kovalyov focused on the Ryazan Region’s readiness for the new academic year and the situation with pre-school institutions. They also discussed problems connected with the region’s falling behind in housing construction and grain harvesting.

Mr Putin noted during the meeting that the Russian economy is stabilising, which will “create a favourable environment for Deutsche Bank as well as other German financial institutions, and for our partners in non-financial sectors.”

"The intellectual sphere must have a firm moral foundation," said Vladimir Putin.

During the videoconference, the prime minister said that the length of Russia’s high-quality modern roads will nearly double in the next 10 years. “We should work taking due account of the funds that we can allocate for building roads,” Putin said. “But we must do everything wisely, with a high quality and on time, and people will take note of these improvements.”
