First Deputy Prime Minister Viktor Zubkov chairs the latest meeting of the Subcommission on Customs, Tariff and Non-Tariff Regulation and Protective Measures in Foreign Trade of the Government Commission on Economic Development and Integration

 
 
 

In order to respond more quickly to changes in the global market, the subcommission approved a reduction of the base period of price monitoring from three months to one for calculating import customs duties on raw sugar.
The subcommission also approved a repeal of import duties on scrap tungsten and metal ceramics. Export duties on these goods will be kept at the same level, 6.5% of the customs value.

In order to prevent the inaccurate declaration of alcohol products and their raw materials imported to Russia, the subcommission supported a proposal to introduce the grading of several sub-items in the goods classification principles of the foreign policy of the Customs Union for "other wines in containers of 227 litres or more, and "others", setting the relevant import duties at 15% and 20% respectively. The subcommission also decided to set the import duty on "other grape mashes" at 15%.

The subcommission coordinated their position with respect to inductors and throttles, connected and not connected with condensate. This position takes into account Belarus' proposals on adjusting the import duty of the Unified Customs Tariff of the Customs Union in respect of above items.

The subcommission discussed exempting civil aircrafts and the goods needed to use and service them from import duties, and made a decision to recommend that this issue be considered at the meeting of the Commission of the Customs Union with regard to the application of customs regulations for temporary imports.

The subcommission also agreed that it would be advisable to keep the current import duty on sodium carbonate at 5%.
In conclusion, the subcommission supported the initiative to amend existing government acts to bring them into compliance with the goods classification principles in use at the Customs Union since January 1, 2010.
