The meeting was held on March 6, 2013.
Based on the results of the meeting, Prime Minister Dmitry Medvedev issued the following instructions:
1. The Ministry of Healthcare (Veronika Skvortsova), together with the Ministry of Labour, should explore the possibility of introducing special medical insurance policies for large families and submit proposals to the Government by August 1, 2013.
2. Ministry of Labour (MaximTopilin)
- The Ministry of Finance, the Ministry of Healthcare and the Ministry of Education, as they work to draft the state programme Accessible Environment to 2020, should study the possibility of creating a system that ensures continuity of work with people with disabilities based on their age. Report the results to the Government no later than February 1, 2014;
- analyse the expertise gained by Russian regions in providing social and rehabilitation services to disabled young adults at social service institutions and forward recommendations to regional executive authorities in order to establish (expand) special institutions (departments) for this category of citizens. Report the results to the Government no later than September 15, 2013.
3. Based on recommendations by the Ministry of Labour, recommend senior officials of the Russian regions (heads of higher regional executive bodies) to take steps to establish (expand) special institutions (departments) for disabled young adults residing in social service institutions and improve the quality and availability of services provided by these departments.
Report the results to the Government no later than April 1, 2014.
