At its meeteing on July 7, 2011 the Government adopted the following decisions:
At its July 7, 2011 meeting, the Government of the Russian Federation adopted the following decisions for the items on its agenda.
1. Draft guidelines for budget policy and basic characteristics of the federal budget for 2012 and planned period of 2013 and 2014
The Government has approved the overall draft guidelines for budget policy for 2012 and the planned period of 2013 and 2014. The cabinet has adopted the decision to take on the basic characteristics of the federal budget for 2012 and the planned period of 2013 and 2014 for developing the draft federal budget for that period.
In accordance with the discussion, the Government has approved the outlines of the limit volumes of federal budget allocations submitted by the Ministry of Finance for budget planning entities, with consideration of the possibility to specify them if necessary.
The Ministry of Finance has been directed to submit the outlines of the limit volumes of the federal budget allocations for 2012 and the planned period of 2013 and 2014 to the budget planning entities until July 18, 2011. The Ministry of Finance and the Ministry of Economic Development, with the participation of interested federal executive bodies, have been tasked to develop the draft federal budget considering the priority for decreasing expenses of federal state bodies on state procurement, with compliance with the requirements for volume and quality of purchased goods (work and services).
2. Draft guidelines for tax policy for 2012 and plans for 2013 and 2014
The Government has approved the draft guidelines for Russia’s tax policy for 2012 and the planned period of 2013 and 2014.
The Ministry of Finance and the Ministry of Economic Development, with participation of interested federal executive bodies, have been tasked to fine-tune the draft guidelines for Russia’s tax policy for the period, with consideration of comments and suggestions made, as well as statutes of the president’s Budget Address concerning the budget policy for 2011 to 2013 (inclusive), and to submit it to the Government in due order.
3. Draft guidelines for customs and tariffs policy for 2012 and the planned period of 2013 and 2014
The Government has approved draft guidelines for Russia’s customs and tariffs policy for 2012 and the planned period of 2013 and 2014.
4. Major characteristics of the state non-budgetary funds budget for 2012 and the planned period of 2013 and 2014
The Ministry of Health and Social Development, the Ministry of Finance and the Ministry of Economic Development have been directed to additionally work out the following issues:
- balancing the budget of Russia’s Pension Fund for 2012 and the planned period of 2013 and 2014;
- balancing the budget of Russia’s Social Security Fund for 2012 and the planned period of 2013 and 2014.
One of its tasks is to submit the draft federal laws On the Budget of Russia’s Pension Fund for 2012 and the planned period of 2013 and 2014, On the Budget of Russia’s Social Insurance Fund for 2012 and the planned period of 2013 and 2014 to the Government.
The Ministry of Health and Social Development, the Ministry of Finance and the Ministry of Economic Development have been directed to develop the draft federal law On Amount and Procedure of Calculating the Rate of Insurance Payment on Compulsory Medical Insurance for Nonworking Citizens together with the Ministry of Justice and to submit it to the Government together with the draft federal law On the Budget of the Federal Compulsory Medical Insurance Fund for 2012 and the planned period of 2013 and 2014 in accordance with the established procedure.
5. Draft federal law On Introducing Amendments to Certain Legislative Acts of the Russian Federation In Connection With Introducing Civil Service Rotation
The Government has approved the draft federal law, which is to be submitted to the State Duma.
6. Draft federal law On Introducing Amendments to the Federal Law On Production and Consumption Waste and Other Legislative Acts Concerning Economic Stimulation in Waste Treatment
The Government has approved the draft federal law, which is to be submitted to the State Duma.
7. Draft federal law On Introducing Amendments to Certain Legislative Acts of the Russian Federation Concerning the Improvement of Standardisation in Environmental Protection and Introducing Economic Stimulation of Economic Entities for the Implementation of the Best Technologies
The Government has approved the draft federal law, which is to be submitted to the State Duma.
8. Draft federal law On Introducing Amendments to Certain Legislative Acts of the Russian Federation Concerning the Improvement of Recognition Procedures for Certificates of Education, Academic Degrees, and Academic Titles
The Government has approved the draft federal law, which is to be submitted to the State Duma.
9. Submitting to the Russian President a proposal on signing the Russian-Swedish intergovernmental agreement on transit of weapons, military equipment, property and personnel via Russian territory due to the Swedish Armed Forces’ involvement in efforts to stabilise and restore the Islamic Republic of Afghanistan
The Government has adopted the draft resolution on the issue.
10. Submitting to the Russian President for introducing for subsequent ratification the Russian-Abkhaz Agreement On Cooperation and Mutual Aid in Customs Affairs
The Government has adopted the draft resolution on the issue.
11. Allocating to the Government of the Republic of Dagestan budgetary provisions from the Reserve fund of the government of the Russian Federation for the Prevention and Liquidation of Emergencies Situations and the Aftermath of Natural Disasters to compensate damages inflicted to individuals during a terrorist act in the town of Khasavyurt, Dagestan, January 14, 2011
The Government has adopted the draft executive order on the issue.
12. Allocating to the Government of the Republic of Dagestan budgetary provisions from the Reserve fund of the government of the Russian Federation for the Prevention and Liquidation of Emergencies Situations and the Aftermath of Natural Disasters to compensate the damage caused during the legitimate counterterrorist operation carried out in the town of Khasavyurt, Dagestan, January 27, 2011
The Government has adopted the draft executive order on the issue.
