for the coordination and control of the work of structural departments of the Government Executive Office

Vladislav SURKOV, Deputy Prime Minister of the Russian Federation and Chief of Staff of the Government Executive Office. Manages the work of the Government Executive Office. Directly deals with issues pertaining to the accomplishment of the Government’s main lines of activity.

Alexandra LEVITSKAYA, First Deputy Chief of Staff of the Government Executive Office. Manages the work of the Government Executive Office on the execution of specific orders from the Deputy Prime Minister and Chief of Staff of the Government Executive Office.

Sergei PRIKHODKO, First Deputy Chief of the Government Executive Office.  

Manages the work of the Government Executive Office departments in the following areas:

Supporting foreign policy implementation;

Supporting foreign economic activity, foreign trade and customs tariff policy;

Coordination of international contacts of the Prime Minister, Deputy Prime Ministers and senior officials of the Government Executive Office;

Preparations for international events to be attended by the Prime Minister and Deputy Prime Ministers;

Formation and proceedings of intergovernmental commissions on international cooperation;

Russia’s trade relations and economic integration with the Commonwealth of Independent States;

Cooperation with international organisations;

Russia’s membership in the World Trade Organisation;

Implementation of state policy with regard to compatriots abroad.

Coordinates the activities of the following departments of the Government Executive Office:

International Cooperation Department;

Department of Economics and Finance (on issues of Russia’s membership in the WTO).

Maxim AKIMOV, Deputy Chief of Staff of the Government Executive Office.

Manages the work of the Government Executive Office departments in the following areas:

Implementation of the state economic and financial policy;

Implementation of the state investments policy, including the improvement of the investment climate;

Development of manufacturing industry, energy production, transport and communications;

Implementation of state policy on science, high technology and innovation;

Implementation of state policy on agriculture and agribusiness, forestry and timber industry, and the development of the fishing industry;

Efficient use of natural resources;

Management of federal property;

Customs service;

Promotion of information technology;

Use of information technology for the formation of electronic government system in Russia;

Automation of document processing and workflow.

Coordinates the activities of the following departments of the Government Executive Office:

Department of Economics and Finance;

Department of Industry and Infrastructure;

Agro-Industrial Complex Department;

Department of Information Technology and Communications;

Department of Science, High Technology and Education (on issues of high technology and innovative activities);

Administration Department (on customs issues).

Department of Document Processing and Archive (on issues of document processing and workflow automation);

Igor BOROVKOV, Chief of Staff of the Government Military-Industrial Commission and Deputy Chief of Staff of the Government Executive Office.

Manages the work of the Government Executive Office departments in the following areas:

Implementation of state border policy and development of border infrastructure;

Defence, law enforcement and national security, disaster prevention and relief;

Metrology and technical regulations;

Defence industry and space exploration;

Nuclear industry and the use of nuclear power;

Preparedness and mobilisation; state material reserves and mobilisation-related resources;

Export control over commodities, services and information that could be used for the production of weapons of mass destruction;

Cooperation with foreign countries on military technology;

The Military-Industrial Commission under the Government of the Russian Federation;

Management and support of the official secrets’ protection system.

Coordinates the work of the following departments of the Government Executive Office:

Administrative Department;

Department for the Defence Industry;

Department for Overseeing the Military-Industrial Commission.

Marina YENTALTSEVA, Director of the Protocol Department of the Prime Minister and Deputy Chief of Staff of the Government Executive Office.

Manages the work of the Government Executive Office departments in the following areas:

Preparation of protocol procedures and organisational support for events attended by the Prime Minister and Deputy Prime Ministers;

Passport and visa arrangements for the Prime Minister’s and Deputy Prime Ministers’ international contacts;

Formation of preparatory and advance groups for the Prime Minister’s and Deputy Prime Ministers’ trips in Russia and foreign visits;

Interaction with government protocol services of foreign countries;

Management of the Prime Minister’s Reception Office;

Providing the Government Executive Office with material supplies and technical support.

Coordinates the activities of the following departments of the Government Executive Office:

Government Protocol Department;

Department for the Support of the Prime Minister’s Reception Office;

Administrative Department.

Yevgeny ZABARCHUK, Deputy Chief of Staff of the Government Executive Office. Manages the work of the Government Executive Office departments in the following areas:

Control and monitoring of the execution of decisions, orders and directives of the President, Government decisions and the Prime Minister’s directives;

Preparations for Government meetings and Government Presidium meetings, as well as for conferences and other events presided over by the Prime Minister;

Drafting minutes of Government meetings and Government Presidium meetings;

Implementation of state policy in the sphere of justice and relations with the judiciary and prosecution authorities;

Amelioration of criminal, procedural, penal and arbitral law, and of legislation governing the bar and notary services;

Carrying out preventive measures against corruption and other offences.

Providing administrative support and maintenance services to the Government Executive Office;

Supervision of information security and prevention of unauthorised handling of official documents and other information resources of the Government Executive Office;

Implementation of a standard procedure for the provision of housing to the Government Executive Office employees;

Managing the reception of applicants at the Government Reception Office;

Coordinates the activities of the following departments of the Government Executive Office:

Department of Control and Monitoring of the Execution of Government Decisions;

Department of Document Processing and Archive;

Administrative Department (on the support to the judicial system and the amelioration of criminal, procedural, penal and arbitral law, and of legislation governing the bar and notary services);

Department of Culture (with regard to managing the reception of applicants at the Government Reception Office);

Coordinates the work of:

Commission on Compliance with the Civil Service Code at the Government Executive Office and Resolving Conflicts of Interest.

Commission on Information Security and Prevention of Unauthorised Handling of Official Documents and Other Information Resources of the Government Executive Office;

Commission of the Government Executive Office on the Provision of Lump Sum Housing Subsidies to Federal Civil Servants;

Housing Commission of the Government Executive Office.

Ivan LOBANOV, Deputy Chief of Staff of the Government Executive Office.  

Manages the work of the Government Executive Office departments in the following areas:

Staff management at the Government Executive Office;

Civil service records, administrative staff training, the formation and employment of the federal personnel reserve;

Regional policy and local government;

Improvement of public administration and performance evaluation of executive authorities and local government;

Preparation and holding of events to implement the administrative reform;

Legal services to the Government Executive Office.

On orders from the Deputy Prime Minister and Chief of Staff of the Government Executive Office, manages the work of the Government Executive Office in the following areas:

Drafting work schedules for the Government and the Prime Minister;

Preparations for Government meetings, Government Presidium meetings, conferences and other events presided over by the Prime Minister;

Drafting the minutes of Government meetings and Government Presidium meetings.

Coordinates the activities of the following departments of the Government Executive Office:

Department of Public Service and Personnel;

Department of State Governance, Regional Development and Local Government;

Legal Department.

Secretariat of the First Deputy Prime Minister, Secretariats of Deputy Prime Ministers.

Andrei LOGINOV, Deputy Chief of Staff of the Government Executive Office.  

Manages the work of the Government Executive Office departments in the following areas:

Elaboration of Government legislative initiatives;

Coordination of the activities of the Government’s plenipotentiary representatives at the Federation Council and the State Duma of the Federal Assembly, the Constitutional Court, the Supreme Court and the Supreme Arbitration Court.

Coordinates the activities of the following departments of the Government Executive Office:

Legal Department (on the elaboration of Government legislative initiatives).

Denis MOLCHANOV, Deputy Chief of Staff of the Government Executive Office.  

Manages the work of the Government Executive Office departments in the following areas:

Implementation of state policy on science and education;

Implementation of state policy on culture and cinema.

Coordinates the activities of the following departments of the Government Executive Office:

Department of Science, High Technology and Education;

Department of Culture.

Nelli NAIGOVZINA, Deputy Chief of Staff of the Government Executive Office.

Manages the work of the Government Executive Office departments in the following areas:

Implementation of state policy on social development and demography.

Coordinates the activities of the following departments of the Government Executive Office:

Social Development Department.

Natalya TIMAKOVA, Press Secretary of the Prime Minister, Deputy Chief of Staff of the Government Executive Office. Manages the work of the Government Executive Office departments in the following areas:

Provision of information support to the Government;

Writing speeches for the Prime Minister;

Managing the Prime Minister’s and Deputy Prime Ministers’ contacts with the media;

Implementation of state policy and regulation with regard to the media, public communications, printing and publishing;

Implementation of state policy aiming at creating a positive image of Russia abroad;

Information support for the XXII Winter Olympic Games and the XI Winter Paralympic Games in Sochi in 2014;

Coordination of the federal executive bodies’ press services;

Archiving information on events attended by the Prime Minister and Deputy Prime Ministers;

Development of the Open Government system.

Coordinates the activities of the following departments of the Government Executive Office:

Department of Press Service and Information;

Prime Minister’s Speechwriting Department.

Mikhail TRINOGA, Deputy Chief of Staff of the Government Executive Office and Head of the Secretariat of the Prime Minister. Manages the work of the Government Executive Office departments in the following areas:

Organising the work of the Prime Minister’s Secretariat.

Coordinates the activities of the following departments of the Government Executive Office:

Secretariat of the Prime Minister.

 

The Heads of the Secretariats of the First Deputy Prime Minister, Deputy Prime Ministers, Deputy Prime Minister/Chief of Staff of the Government Executive Office and Deputy Prime Minister/Presidential Envoy to the North Caucasus Federal District oversee the fulfilment of the instructions of relevant officials, namely, the First Deputy Prime Minister, Deputy Prime Ministers, Deputy Prime Minister/Chief of Staff of the Government Executive Office, and Deputy Prime Minister/Presidential Envoy to the North Caucasus Federal District, by the departments of the Government Executive Office and coordinate the support of the functions attended by the First Deputy Prime Minister, Deputy Prime Ministers, Deputy Prime Minister/Chief of Staff of the Government Executive Office and Deputy Prime Minister/Presidential Envoy to the North Caucasus Federal District.

In the event of a temporary absence from office of a Deputy Chief of Staff of the Government Executive Office, the following substitution scheme applies:

Yevgeny Zabarchuk takes over the duties of Alexandra Levitskaya;

Maxim Akimov takes over the duties of Sergei Prikhodko;

Denis Molchanov takes over the duties of Maxim Akimov;

Yevgeny Zabarchuk takes over the duties of Igor Borovkov;

Mikhail Trinoga takes over the duties of Marina Yentaltseva; 

Igor Borovkov takes over the duties of Yevgeny Zabarchuk;

Andrei Loginov takes over the duties of Ivan Lobanov;

Ivan Lobanov takes over the duties of Andrei Loginov;

Nelli Naigovzina takes over the duties of Denis Molchanov;

Denis Molchanov takes over the duties of Nelli Naigovzina;

Maxim Akimov takes over the duties of Natalya Timakova;

Marina Yentaltseva takes over the duties of Mikhail Trinoga.
