The terms and procedures for entering the federal civil service with the Government Executive Office of the Russian Federation

 
 
 

The terms and procedures for entering the federal civil service (hereinafter "the civil service") with the Government Executive Office of the Russian Federation (hereinafter "the Government Executive Office") are based on the provisions of the Federal Law On the State Civil Service in the Russian Federation No. 79-FZ of July 27, 2004.

Eligibility for the civil service

Eligibility requirements for the civil service with the Government Executive Office include citizenship of the Russian Federation, a minimum age of 18, command of the official language of the Russian Federation and that the applicant meets the specific qualification requirements established under the laws on the civil service for the position sought.

Entry of a citizen into the civil service

An applicant will be selected for a civil service position with the Government Executive Office based on competitive results except those positions requiring an alternative procedure as specified under civil service legislation.

The position selection process assesses the professional qualifications of the civil service applicant and whether he/she meets the requirements for the civil service position sought.

When announcing a vacancy in the civil service with the Government Executive Office the official Internet portal of the Government of the Russian Federation posts information on the vacancy, the date and procedure for the exam and the list of documents required for consideration.

An applicant for a civil service position with the Government Executive Office may be disqualified if applicant's qualifications do not meet the requirements of the civil service position sought or due to lack of compliance with restrictions on entering and serving in the civil service under the Federal Law On the State Civil Service in the Russian Federation.

The selection process shall not or may not be held in cases stipulated under Article 22 of Federal Law No. 79-FZ of July 27, 2004 On the State Civil Service in the Russian Federation.

Qualification requirements for joining the civil service with the Government Executive Office

The following qualifications are required to enter the civil service with the Government Executive Office:

Professional education requirements

 

A higher professional education is required to fill civil service positions in the category of "executive," "assistant (adviser)", "specialist" of all levels of civil service positions as well as the "support specialist" category of the leading group of civil service positions.

A secondary professional education in the relevant area of activity is required to fill the civil service positions in the category "support specialist" of the senior group of civil service positions.

Requirements for seniority in the state civil service (other types of Government Service) or seniority for occupational work

 

For the highest level of civil service positions in the categories "executive," "assistant (adviser)", and "specialist" not less than six years experience with the state civil service (other types of state service) or not less than seven years of occupational experience.

For the main group of civil service positions in the "specialist" category, not less than five years of experience with the state civil service (other types of state service) or not less than five years of occupational work.

For the leading group of civil service positions in the categories "specialist" and "support specialist," not less than two years experience with the state civil service (other types of state service) or not less than four years of occupational experience.

For the senior level of civil service positions in the "support specialist" category, no less than three years of occupational experience.

Civil service position restrictions

An applicant will not be accepted for the civil service with the Government Executive Office in the following cases:
• An applicant has been declared legally incompetent or partly incompetent by binding court decision;
• An applicant has been sentenced to punishment that precludes the fulfilment of the duties in the Government Service (civil service) position under an effective, legally binding court ruling, or if an applicant has a conviction that has not been expunged under the procedure set under federal law;
• An applicant refuses to go through the procedure of obtaining access to the data that constitute a state or other secret protected under federal law if the performance of duties in the civil service position sought or the civil service position being filled by the civil servant involves the use of such data;
• An illness that is incompatible with being admitted to or filling a civil service position as certified by a medical institution;
• Close kinship (parent, spouse, child, brother, sister as well as in-laws, or the parents or children of spouses) with the civil servant if the filling of a civil service position involves immediate subordination to or supervision of any of the above by the other;
• An applicant gives up Russian Federation citizenship or acquires the citizenship of another state;
• Citizenship of another state (states) unless otherwise provided for under an international treaty of the Russian Federation;
• An applicant has filed untrue or misleading documents or knowingly falsified information when entering the civil service;
• Applicant fails to submit the data stipulated under the laws on the civil service or knowingly submits false information on income, property or financial commitments.
