Born on January 1, 1951, in Armiyevo, Penza Region.
1973: graduated from the Ogaryov Mordovian State University.
PhD in Technology.
1973: served in the Soviet Armed Forces as Deputy Company Commander of the Main Special Construction Department's Military Construction unit and was subsequently promoted to other command positions.
1981: transferred to the Central Administration of the Main Special Construction Department and held top positions at its Human Resources Department.
1987-1991: Director of the Main Special Construction Department's Human Resources and Social Development Department and Deputy Head of the Main Special Construction Department of the Russian Federation.
1996: First Deputy Head of the Main Special Construction Department and Federal Service for Special Construction (Rosspetsstroy).
March 1999: appointed Head of the Federal Service for Special Construction after it was reorganised and renamed the Federal Agency for Special Construction by Russian President's decree No. 314 dated March 9, 2004.
April 8, 2004: appointed Director of the Federal Agency for Special Construction.
Military rank: Army General.
State awards: Order of Service to the Fatherland, 4th Class, Orders for Serving the Motherland in the Armed Forces, 2nd and 3rd Class, 21 medals and the title of Honourary Builder of Russia.
Married, with two daughters.
