The following issues are scheduled for discussion at the March 17, 2010 meeting of the Presidium of the Government of the Russian Federation:

1. Progress on Federal Targeted Programmes and the Federal Targeted Investment Programme for 2009

1. FTP results for 2009 are as follows:

1.1. Total funding for the fifty-one FTPs is 831.7 billion roubles.
Federal funding accounted for 818.3 billion roubles in FTP activities in 2009 (98.4% of the budget allocations for 2009), which is 7% more than in 2008.

Under the item "capital investments", 471.3 billion roubles (98.2%) has been disbursed; under the item "R&D", 96.5 billion roubles (98.9%); and under the item "other needs", 250.6 billion roubles (98.5%).

For comparison, in 2008, FTP financing by item was as follows: capital investments, 433.5 billion roubles (98.3%); R&D, 58.9 billion roubles (99.4%); other needs, 272.9 billion roubles (97.2%).

1.2. Co-financing for the programmes using budget funds of the constituent entities of the Russian Federation and local budgets as well as off-budget sources in 2009 amounted to 840.9 billion roubles (79.0% of the amount allocated), of which the budgets of the entities of the Russian Federation and local budgets contributed 344.5 billion roubles (84.8%) and off-budget sources contributed 496.4 billion roubles (75.5%).

For comparison, in 2008, the actual co-financing of FTP activities from all sources amounted to 888.1 billion roubles (80.8% of annual allocations). The budgets of the entities of the Russian Federation and local budgets contributed 325.7 billion roubles (100.4%) of this figure, and off-budget sources contributed 562.4 billion roubles (72.6%).

2. The results of the Federal Targeted Investment Programme in 2009 are as follows:

2.1. During the reporting period, federal funding for construction projects, facilities and activities (including the financing of design and exploration work) under FTIP amounted (less the construction projects and facilities included in the state defence order) to 488.6 billion roubles (98.1% of the total budget investments earmarked for FTIP in 2009).

Of this amount, funding for the programme part of the FTIP amounted to 291.3 billion roubles (97.7%), while funding for the non-programme part was 197.3 billion roubles (98.5%).

2.2. The FTIP was funded in accordance with the List of Construction Projects and Facilities for Federal State Needs for 2009 approved by Government Executive Order No.2058-r of December 31, 2008 and updated under established procedure by the Ministry of Economic Development, which includes targeted distribution of state capital investments on 2,276 items. Of these, 1,624 items (71.4%) are stipulated in the FTPs and 652 items (28.6%) are included in the non-programme part of the FTIP.

In 2009, 645 facilities were to be put into operation.

During the reporting period, 445 facilities, or 69.2% of the planned number, were put into operation. That includes 297 facilities (69.2%) stipulated in the programme part of the FTIP and 148 facilities (68.5%) stipulated in the non-programme part.

2. Draft Federal Law On Introducing Amendments to Article 25 of the Federal Law On Cultural Heritage Objects (Historical and Cultural Monuments) of the Peoples of the Russian Federation

The draft federal law submitted by the Ministry of Culture updates the procedure for submitting proposals and documents regarding the inclusion of cultural heritage objects of federal status on the UNESCO World Heritage List.

The draft law charges the Ministry of Culture with the function of sending to the Russian UNESCO Commission proposals and documents on the inclusion of cultural heritage objects of federal status on the World Heritage List, relieving the Federal Service for Monitoring Compliance with Legislation on the Preservation of the Cultural Heritage (Rosokhrankultura) of this duty.

Adoption of the draft law will simplify the procedure for preparing proposals and documents on the inclusion of Russian cultural heritage objects on the World Heritage List.

Adoption of the draft law will require the introduction of corresponding amendments to the resolution of the government of the Russian Federation, On the Ministry of Culture of the Russian Federation.

Amendments will also have to be made to the resolution of the government of the Russian Federation, On the Federal Service for Monitoring Compliance with Legislation on the Preservation of the Cultural Heritage, that would vest this agency with the authority to coordinate proposals on the inclusion of cultural heritage objects of federal status on the World Heritage List.

3. Providing funds from the reserve fund of the government of the Russian Federation to the Emergencies Ministry of Russia and Federal Agency for State Reserves (Rosrezerv) for emergency and natural disaster prevention and relief in connection with relief efforts following the August 17, 2009 accident at the Neporozhny Sayano-Shushenskaya Hydroelectric Power Plant of the company RusHydro

The draft executive order of the government of the Russian Federation has been submitted by the Emergencies Ministry.

As a result of a major human-induced accident at the Sayano-Shushenskaya Hydroelectric Power Plant, the main structures of the station's engine room on a total area of 1,200 square metres were destroyed and 10 turbines were put out of operations, turbine oil was spilled into the Yenisei River and the engine room and production facilities were flooded. Emergency rescue operations saved 21 people and recovered 75 bodies.

The fire, rescue and other units of the Emergencies Ministry cleared and removed 9,200 cubic metres of debris, pumped out 300,000 cubic metres of water, installed 9,683 metres of protective booms, collected 1,150 tons of oil-containing emulsion and carried out a range of other measures.

The Emergencies Ministry's aircrafts flew 498 missions, including 302 missions to neutralize the oil slick, treated over 1,000 square km of the surface of the Yenisei River with chemical agents and carried more than 980 tons of cargo.

According to the Emergencies Ministry, the cost of emergency response efforts has reached approximately 83.2 million roubles.

The draft executive order proposes the following budget allocations to cover part of the cost of relief efforts for the accident out of the government reserve fund for emergency prevention and response and disaster relief:

• for the Emergencies Ministry of Russia - up to 45,927,400 roubles for rescue work;
• for Rosrezerv - up to 10,335,300 roubles to replenish material stocks in the state material reserve (including transport costs).

In accordance with the rules on allocations from the government reserve fund, budget allocations are made to federal executive bodies to cover part of the cost of emergency response measures, including rescue work and replenishing material stocks issued under established procedure from the state material reserve to ensure rapid emergency response (including the delivery of said materials to their permanent storage place).
