Deputy Prime Minister Alexander Zhukov attended an extended meeting of the Board of the Ministry of Healthcare and Social Development

 
 
 

Mr Zhukov said the social package was a high-priority aspect of the anti-crisis programme, and that the state was implementing unprecedented measures in order to support the population at this time of recession.

Addressing the Board's meeting, Mr Zhukov said the Russian Government had drafted an anti-crisis programme prioritising adequate wages and jobs to facilitate appropriate standards of living.

Mr Zhukov said the social package was a high-priority aspect of the anti-crisis programme, and that the state was implementing unprecedented measures in order to support the population at this time of recession.

"The state prioritises support for retired and disabled people and families with many children," Mr Zhukov said.

In this regard, Mr Zhukov focused on changes in the 2009 federal budget. He said budgetary revenues and expenditures were projected at over 10 trillion roubles and 9 trillion roubles, respectively. However, the budget's revenues and expenditures will now stand at over 6 trillion roubles and 9.6 trillion roubles, respectively. The funding will be used to index pensions and social benefits.

Mr Zhukov discussed the status of the labour market, and said that the preservation and creation of jobs was a top priority. "Unemployment benefits are important, but employment programmes are even more important," Mr Zhukov stressed, underlining the need to effectively implement regional employment programmes.

Mr Zhukov called on officials from the Ministry of Healthcare and Social Development to support these programmes and to inform the population about job opportunities through employment services.

Mr Zhukov expressed confidence that the state will fulfil all of its social commitments.
