The Government of the Russian Federation at its October 15, 2009 meeting adopted the following decisions on the items on its agenda:
I. Draft Federal Law On Introducing an Amendment to Article 10 of the Federal Law On State Protection of the Victims, Witnesses and Other Participants in Criminal Court Proceedings
The Government of the Russian Federation has approved the Draft Federal Law On Introducing an Amendment to Article 10 of the Federal Law On State Protection of the Victims, Witnesses and Other Participants in Criminal Court Proceedings and instructed to submit it to the State Duma under established procedure.
II. Training of Personnel for Local Government Bodies
The Ministry of Regional Development, the Finance Ministry, the Ministry of Healthcare and Social Development and the Ministry of Education and Science of Russia have been given until June 1, 2010 to develop and submit to the government of the Russian Federation a draft concept for implementing the state policy of training personnel for local government bodies that spells out:
Modern methods of recruiting the personnel for local government bodies;
Mechanisms of upgrading the professional skills of the heads of municipal entities and deputies of the representative bodies of municipal entities;
The guidelines for the training, retraining, upgrading of qualifications and internship of municipal civil servants;
Mechanisms of rational and effective use of the budgetary assets allocated for the training of personnel for local government bodies;
Guidelines for further improvement of the legal framework for the training, retraining and upgrading of qualifications of local government bodies personnel.
III. Draft Federal Laws On Clearing and Clearing Activities and On Introducing Amendments to Certain Legislative Acts of the Russian Federation in Connection with the Adoption of the Federal Law On Clearing and Clearing Activities
1. The government of the Russian Federation has approved draft federal laws On Clearing and Clearing Activities and On Introducing Amendments to Certain Legislative Acts of the Russian Federation in Connection with the Adoption of the Federal Law On Clearing and Clearing Activities and instructed to submit them to the State Duma under established procedure.
2. The Federal Financial Markets Service, the Finance Ministry, the Ministry of Economic Development , jointly with the Bank of Russia, in preparing the said draft federal laws for the second reading at the State Duma, shall additionally consider the proposals submitted by the Ministry of Economic Development with emphasis on the description of bankruptcy procedures for participants in clearing activities.
The relevant materials shall be submitted to the government of the Russian Federation under established procedure.
IV. Draft Federal Law On the Ratification of the Agreement between the Government of the Russian Federation and the Eurasian Development Bank on the Terms of the Presence of the Eurasian Development Bank on the Territory of the Russian Federation
The government of the Russian Federation has approved the Draft Federal Law On the Ratification of the Agreement between the Government of the Russian Federation and the Eurasian Development Bank on the Terms of the Presence of the Eurasian Development Bank on the Territory of the Russian Federation and instructed to submit it to the State Duma under established procedure.
V. Draft Federal Law On Ratification of the Protocol on Granting Tariff Preferences
The government of the Russian Federation has approved the Draft Federal Law On Ratification of the Protocol on Granting Tariff Preferences and instructed to submit it to the State Duma under established procedure.
VI. Draft Federal Law On Ratification of the Protocol on the Terms and Procedure of the Application, in Exceptional Cases, of Import Customs Duty Rates Different from the Rates Stipulated in the Consolidated Customs Tariff
The government of the Russian Federation has approved the Draft Federal Law On Ratification of the Protocol on the Terms and Procedure of the Application, in Exceptional Cases, of Import Customs Duty Rates Different from the Rates Stipulated in the Consolidated Customs Tariff and instructed to submit it to the State Duma under established procedure.
VII. Draft Federal Law On Ratification of the Protocol on the Consolidated System of Customs Union Tariff Preferences
The government of the Russian Federation has approved Draft Federal Law On Ratification of the Protocol on the Consolidated System of Customs Union Tariff Preferences and instructed to submit it to the State Duma under established procedure.
VIII. Draft Federal Law On Ratification of the Agreement on the Terms and Mechanism of the Application of Tariff Quotas
The government of the Russian Federation has approved the Draft Federal Law On Ratification of the Agreement on the Terms and Mechanism of the Application of Tariff Quotas and instructed to submit it to the State Duma under established procedure.
IX. Submitting to the President of the Russian Federation the Agreement on the Secretariat of the Customs Union Commission for subsequent ratification
The government of the Russian Federation has adopted the Draft Resolution of the government of the Russian Federation on the above issue.
X. Draft Federal Law On Introducing Amendments to the Code of the Russian Federation on Administrative Offenses
The government of the Russian Federation has approved the Draft Federal Law Introducing Amendments to the Code of the Russian Federation on Administrative Offenses and instructed to submit it to the State Duma under established procedure.
