PRESS RELEASE
The following resolutions on the issues under discussion were adopted by the Presidium of the Government of the Russian Federation at its session on July 23, 2009
I. On reducing the number of products subject to mandatory certification and expanding the extent of declaration of compliance.
1. Jointly with the concerned federal executive bodies, the Ministry of Industry and Trade and the Ministry of Economic Development have been instructed:
- to take into account the results of the discussion on the consolidated list of products subject to mandatory certification and the consolidated list of products subject to declaration of compliance (hereinafter "the lists"), with particular attention to replacing mandatory certification with a system for declaring compliance pursuant to decree No.797 of the President of the Russian Federation, issued on May 15, 2008 and entitled On Urgent Measures to Liquidate Administrative Barriers to Entrepreneurial Activities, as well as to submit in accordance with established procedure a proposal for the corresponding act to be drafted by the Government;
- to study the possibility of using the lists to resolve the issues of accrediting certification agencies and test laboratories (centres), and to submit the relevant proposals to the Government of the Russian Federation;
- to submit to the Government of the Russian Federation proposals concerning the means of quickly adjusting the lists in accordance with the corresponding technical regulations that are to come into force.
2. The Ministry of Industry and Trade, jointly with the Federal Customs Service of Russia, has been instructed to study the issues connected with regulating the import into the customs territory of the Russian Federation of products included on the lists, and to submit the coordinated proposals to the Government of the Russian Federation.
3. In the context of developing technical regulations, the federal executive bodies have been instructed to designate declaration of compliance as the predominant form of confirming mandatory compliance, with due account for the potential danger of a product.
II. On introducing amendments to certain acts of the Russian Government.
The Government of the Russian Federation has adopted a Government draft decree on the above issue.
III. On the criteria and results of the distribution of subsidies to the constituent entities of the Russian Federation for the purposes of balancing the budgets of the constituent entities of the Russian Federation.
1.The Government of the Russian Federation has adopted a draft executive order approving the distribution of subsidies in the amount of 58,171,708,000 roubles to support measures to balance the budgets of the constituent entities of the Russian Federation.
2. The Finance Ministry of Russia and the Ministry of Regional Development of Russia had been instructed to study the issue of financial assistance to cities whose economies are dominated by a single industry with the use of the funds allocated for balancing the budgets of the constituent entities of the Russian Federation.
The relevant proposals are to be submitted to the Government of the Russian Federation in accordance with established procedure
IV. On granting subsidies to the constituent entities of the Russian Federation from the Federal Budget to support measures to ensure the balancing of the budgets of the constituent entities of the Russian Federation, pursuant to the instructions of the President of the Russian Federation and the Government of the Russian Federation.
In order to support measures ensuring the balancing of the budgets of the constituent entities of the Russian Federation, the Government of the Russian Federation has adopted Government draft executive orders granting subsidies from the Federal Budget in the amount of 14,561,490,400 roubles to the following constituent entities of the Russian Federation: the Kabardino-Balkarian Republic, the Karachayevo-Circassian Republic, the Republic of Adygea, the Republic of Buryatia, the Republic of Daghestan, the Republic of Ingushetia, the Republic of Mari El, the Republic of Tyva, the Altai Territory, the Kamchatka Territory, the Krasnodar Territory, the Stavropol Territory, Arkhangelsk Region, Vladimir Region, Voronezh Region, Irkutsk Region, Kaluga Region, Moscow Region, Novosibirsk Region, Rostov Region, Ryazan Region, St Petersburg and the Chukotka Autonomous Area.
V. On the Draft Bill of the Federal Law "On Introducing Amendments to the Federal Law ‘On the Securities Market' and the Federal Law ‘On the Special Features of the Issue and Circulation of Government and Municipal Securities'.
The Government of the Russian Federation has approved the Draft of the Federal Law "On Introducing Amendments to the Federal Law ‘On the Securities Market' and the Federal Law ‘On the Special Features of the Issue and Circulation of Government and Municipal Securities'". The resolution will be submitted to the State Duma in accordance with established procedure.
VI. On the Draft Bill of the Federal Law "On Introducing Amendments to Chapter 26, Part 2 of the Tax Code of the Russian Federation".
Taking into account the discussion the Draft of the Federal Law "On Introducing Amendments to Chapter 26, Part 2 of the Tax Code of the Russian Federation", the Government of the Russian Federation has approved the Draft Bill of said law, and will submit the same to the State Duma in accordance with established procedure.
VII. On the Draft Bill of the Federal Law "On Introducing Amendments to Article 342, Part 2 of the Tax Code of the Russian Federation".
The Government of the Russian Federation has approved the Draft Bill of the Federal Law "On Introducing Amendments to Article 342, Part 2 of the Tax Code of the Russian Federation", and will submit the same to the State Duma in accordance with established procedure.
VIII. On the Draft Bill of the Federal Law "On Introducing Amendments to the Criminal Procedural Code of the Russian Federation".
The Government of the Russian Federation has approved the Draft Bill of the Federal Law "On Introducing Amendments to the Criminal Procedural Code of the Russian Federation", and will submit the same to the State Duma in accordance with established procedure.
IX. On the Draft Bill of the Federal Law "On Ratification of the Memorandum of Understanding on Coordinated Development of the Ring Road Around the Black Sea"
The Government of the Russian Federation has approved the Draft Bill of the Federal Law "On Ratification of the Memorandum of Understanding on Coordinated Development of the Ring Road Around the Black Sea", and will submit the same to the State Duma in accordance with established procedure.
X. On introducing an Amendment to the Statute on the Ministry of Transport of the Russian Federation
The Government of the Russian Federation has approved the draft decree of the Government on the above issue.
XI. On introducing an Amendment to the Statute on the Ministry of Healthcare and Social Development of the Russian Federation.
The Government of the Russian Federation has approved the draft decree of the Government on the above issue.
XII. On adopting Abbreviated Names of Federal Executive Bodies
The Government of the Russian Federation has adopted a draft decree of the Government on the above issue.
XIII. Submitting the agreement between the Russian Federation and the European Union on the participation of the Russian Federation in the European Union military operation in the Republic of Chad and the Central African Republic (EUFOR Chad/CAR) to the President of the Russian Federation for subsequent ratification. The Government of the Russian Federation has adopted a Government draft decree on the above issue.
XIV. On allocating resources to the Government of the Republic of Daghestan from the Reserve Fund of the Government of the Russian Federation for Emergencies and Disaster Relief.
The Government of the Russian Federation has adopted a draft executive order of the Government on the above issue.
