The Presidium of the Government of the Russian Federation at its meeting on May 18, 2009 adopted the following decisions on the items of its agenda.
I. Project Development of Small and Medium Enterprises on the List of Projects to Implement the Guidelines of the Activities of the Government of the Russian Federation through 2012.
1. The Government of the Russian Federation has approved in principle the plan for the Development of Small and Medium Enterprises on the List of Projects to Implement the Guidelines of the Activities of the Government of the Russian Federation through 2012.
2. The Ministry of Education and Science, the Ministry of Healthcare and Social Development, the Ministry of Transport, the Ministry of Regional Development, the Ministry of Energy, the Ministry of Natural Resources, the Ministry of Culture, the Ministry for Sports and Tourism, the Ministry of Telecommunications and Mass Media, the Ministry of Industry and Trade, the Ministry of Agriculture and the Federal Agency for Fishery (Rosrybolovstvo), within their respective areas of competence, are to submit proposals on measures, target indicators, expected results and amount of funding of measures to support small and medium enterprises within a week to the Ministry of Economic Development.
3. The Ministry of Economic Development jointly with the federal executive bodies referred to shall finalize, with due account of the proposals, the plan for the project Development of Small and Medium Enterprises, with particular emphasis on:
● reviewing the measures to promote small and medium entrepreneurship in some sectors of the economy as well as corresponding target indicators and amounts of funding;
● specifying the expected results from the implementation of some measures under the project with a schedule for the introduction thereof;
● coordinating the amounts of funding earmarked for the implementation of project measures with ceilings on budget allocations from the federal budget for 2010-2012.
The finalized plan for the project shall be approved under standard procedure and reported to the Government of the Russian Federation before August 1, 2009.
II. Project Space Activities of Russia on the List of Projects to Implement the Guidelines of the Activities of the Government of the Russian Federation through 2012
1. The Government of the Russian Federation has approved in principle the plan for the Space Activities of Russia on the List of Projects to Implement the Guidelines of the Activities of the Government of the Russian Federation through 2012.
2. The Federal Space Agency (Roskosmos), with the collaborators on the project and with due account of the results of the discussion, shall finalize the above-mentioned plan, approve it under standard procedure and report back to the Government of the Russian Federation.
III. Progress in implementing the measures to improve conditions in the financial sector and some other sectors of the economy.
1. The federal executive bodies have been instructed to ensure the implementation of measures to improve conditions in the financial sector and some other sectors of the economy with particular attention to:
- providing access to small and medium enterprises for obtaining production orders during the placement of state order and procurement of goods (services) by natural monopolies and state-owned corporations;
● regulating the procedures of procurement of goods (services) by natural monopolies and state-owned corporations with preferences for Russian suppliers;
● providing non-discriminatory access for fuel and aviation companies to the fueling infrastructure at airports;
● exemption from import customs duties when importing aircraft with a passenger capacity of up to 50 passengers and with a mass of under 20 000 kg into the Russian Federation;
● improving the procedures for regulating insolvency of non-banking financial organizations.
IV. Draft federal law On Introducing Amendments to the Federal Law On the National Population Census.
1. The Government of the Russian Federation has approved the draft federal law On Introducing Amendments to the Federal Law On the National Population Census and will submit it to the State Duma under standard procedure.
2. The Ministry of Economic Development jointly with the Finance Ministry have been instructed to discuss the issue, raised at the meeting, of the timing of the next National Population Census and submit corresponding proposals to the Government of the Russian Federation within ten days.
V. Draft federal law On Ratification of the Agreement between the Government of the Russian Federation and the Government of the Bolivarian Republic of Venezuela on Encouragement and Mutual Protection of Capital Investments.
The Government of the Russian Federation has approved the draft federal law On Ratification of the Agreement between the Government of the Russian Federation and the Government of the Bolivarian Republic of Venezuela on Encouragement and Mutual Protection of Capital Investments and will submit it to the State Duma under standard procedure.
VI. Draft federal law On Introducing Amendments to the Federal Law On Technical Regulation.
The Government of the Russian Federation has approved the draft federal law On Introducing Amendments to the Federal Law On Technical Regulation and will submit it to the State Duma under standard procedure.
VII. Draft federal law On Introducing Amendments to the Federal Law On Gas Export.
The Government of the Russian Federation has approved the draft federal law On Introducing Amendments to the Federal Law on Gas Exports and will submit it to the State Duma under standard procedure.
VIII. Draft federal law On Ratification of the Convention between the Government of the Russian Federation and the Government of the Republic of Botswana on Avoiding Double Taxation and Preventing Income Tax Evasion.
The Government of the Russian Federation has approved the draft federal law On Ratification of the Convention between the Government of the Russian Federation and the Government of the Republic of Botswana on Avoiding Double Taxation and Preventing Income Tax Evasion and will submit it to the State Duma under standard procedure.
IX. Draft federal law On the Ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Korea on the Simplification of the Procedure of the Issue of Visas for Mutual Short Trips by Citizens.
The Government of the Russian Federation has approved the draft federal law On the Ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Korea on the Simplification of the Procedure of the Issue of Visas for Mutual Short Trips by Citizens and will submit it to the State Duma under standard procedure.
X. Signing of the agreement between the Government of the Russian Federation and the Government of the Republic of Croatia on Mutual Trips of the Citizens of the Russian Federation and the Citizens of the Republic of Croatia.
The Government of the Russian Federation has approved a draft executive order of the Government of the Russian Federation on the above issue.
XI. Submitting to the President of the Russian Federation the proposals on signing the Agreement between the Russian Federation and the Republic of Abkhazia on Military Cooperation.
The Government of the Russian Federation has adopted a draft decree of the Government on the said issue.
XII. Submitting to the President of the Russian Federation a proposal on signing the Agreement between the Russian Federation and the Republic of South Ossetia on Military Cooperation.
The Government of the Russian Federation has approved the draft decree of the Government on the said issue.
XIII. Submitting to the President of the Russian Federation a proposal on signing the Protocol on Introducing an Amendment to the Agreement between the Russian Federation and the Republic of Kyrgyzstan on the Status and Terms of the Presence of a Russian Airbase on the Territory of Kyrgyzstan of September 22, 2003.
The Government of the Russian Federation has approved a draft decree of the Government on the said issue.
XIV. Government Commission on Migration Policy
1. The Government of the Russian Federation has approved a draft decree of the Government on the said issue.
2. The Federal Migration Service of Russia has been instructed to submit to the Government of the Russian Federation under standard procedure a draft executive order of the Government of the Russian Federation on approving the composition of the Government Commission on Migration Policy.
XV. Allocation of a special grant for the repair and refurbishment of the Museum of His Majesty's Lifeguard Cossack Regiment at Courbevoie (France).
The Government of the Russian Federation has approved a draft executive order of the Government on the above issue.
