The meeting discussed measures to reduce tensions in the labour market in the Russian regions.

The meeting discussed measures to reduce tensions in the labour market in the Russian regions. The list of measures includes assistance to job seekers, proactive professional training of workers against the threat of dismissal, the creation of temporary jobs, targeted assistance to citizens including organisation of their relocation to another locality to fill jobs, including those created as part of the Federal Targeted Programme and investment projects, and to promote the development of small business.

The federal budget will allocate subventions to the Russian regions to enable them to exercise the powers delegated to them in the field of employment promotion.

If the situation deteriorates additional measures may be needed in the shape of reserving budget assets.

The Government is currently considering allocating more than 43 billion roubles in subsidies to the Federal Labour and Employment Service.

Simultaneously the role of federal executive bodies in regulating the labour market may need to be strengthened in some cases.

The meeting gave concrete directives to the Commission members. In particular a working group headed by Deputy Prime Minister Alexander Zhukov will consider regional employment programmes to select those that will be subsidised.

The Ministry of Healthcare and Social Development has been directed to inform the population about measures towards additional employment, upgrading of education and retraining.

The Ministry of Education has been directed to study the possibility of continued education of young people who finish study at secondary and higher professional schools in 2009.
