The First Deputy Prime Minister told the meeting that Rosregistratsia, Rosnedvizhimost and Roskartografia would be merged into a single system. Mr Shuvalov said the formation of the system would begin on January 1, 2009. Initially the head offices will be merged while the regional agencies will remain as before. The amalgamation will take place gradually, the First Deputy Prime Minister said.
The unification of the three agencies into a single state system of cadastre registration would take two years, he said, however, "the main structural changes will be made during the first year".
Mr Shuvalov stressed that the unification of the three agencies would cut down on bureaucracy, including the registration of property deals and in the sphere of cadastre registration.
The First Deputy Prime Minister also revealed that the new system will be under the jurisdiction of the Ministry of Economic Development because it was directly connected with development and the protection of citizens' rights.
