The Government of the Russian Federation at its meeting on June 30, 2008 made the following decisions on the items on its agenda.

1. On draft guidelines of the budgetary policy for 2009 and for the planning period 2010 and 2011 and on the main characteristics of the federal budget for 2009 and for the planning period 2010 and 2011.

The Government of the Russian Federation has taken note of the report by Deputy Prime Minister of the Russian Federation, Finance Minister of the Russian Federation on the above issue.

The meeting approved the draft guidelines of budgetary policy for 2009 and for the planning period 2010 and 2011.

The Government of the Russian Federation, with due account of the discussion held, adopted the characteristics of the federal budget for 2009 and for the planning period 2010 and 2011 presented by the Finance Minister of Russia as the basis for the drafting of the federal budget for 2009 and for the planning period 2010 and 2011.

The meeting also adopted the distribution of the total (maximum) amount of budget allocations from the federal budget for meeting expenditure commitments, the distribution by subjects of budgetary planning of the changes in budgetary allocations to meet the expenditure commitments in 2009 and 2010 and the amount of budget allocations to meet the effective expenditure commitments in 2011.

The Ministry of Economic Development of Russia has been instructed, not later than July 1, 2008, to send to the Finance Ministry of Russia for inclusion in the total (maximum) amounts of allocations from the federal budget to meet the assumed expenditure commitments, the distribution by subjects of budgetary planning of budget allocations for the implementation of the current and proposed federal targeted programs, for budgetary investments in capital construction projects not included in the federal targeted programs, as well as the proposed amendments to the current federal targeted programs and approval of new federal targeted programs as the basis for the formation thereof, and budgetary investments from the federal budget in capital construction projects not included in the said programs.

The Finance Ministry of Russia shall, before July 4, 2008, send to the subjects of budgetary planning, proposed changes of the maximum amounts of budgetary allocations from the federal budget for meeting the existing expenditure commitments in 2009-2010, the maximum amounts of allocations from the federal budget for meeting the current expenditure commitments in 2011, the distribution of budgetary allocations from the federal budget to meet the expenditure commitments being adopted in 2009 and in the planning period 2010 and 2011 as well as methodological guidelines for the distribution of budgetary allocations by section, subsection, targeted articles and types of federal budget spending.

The Finance Ministry and the Ministry of Health and Social Development of Russia in making the drafts of the federal budget and the budgets of state off-budget funds of the Russian Federation for 2009 and for the planning period 2010 and 2011 shall verify the amount of inter-budgetary transfers from the federal budget to the budgets of the off-budget funds of the Russian Federation with due account of updated revenues and expenditure of the budgets of the said funds.

2. On the main characteristics of the budgets of state off-budget funds of the Russian Federation for 2009 and for the planning period 2010 and 2011.

The Government of the Russian Federation has approved, in the main, the characteristics of the state off-budget funds of the Russian Federation as well as the distribution of the total (maximum) amount of budgetary allocations from the budgets of state off-budget funds of the Russian Federation towards meeting the expenditure commitments being adopted for 2009-2011.

The Ministry of Health and Social Development of Russia and the Finance Ministry of Russia have been instructed to agree, taking into account the projected growth of the wage fund, the amount of inter-budgetary transfers from the federal budget to:

- the Pension Fund of the Russian Federation to secure the base part of the labor pension and to cover the deficit of the budget of the Pension Fund of the Russian Federation for 2009-2011, taking into account the indexation of the insurance component of the labor pension in 2011;
-the Social Insurance Fund of the Russian Federation to cover the deficit of the Fund's budget of mandatory social insurance for 2009-2011;
-the Federal Mandatory Medical Insurance Fund for additional preventive medical examination of working citizens in 2009-2011.
The results shall be reported to the Government of the Russian Federation before August 1, 2008.
