The draft directive was submitted by the Russian Ministry of Culture.
Russian President's Decree No 1219 of 6 December 1995 referred the Alexander Pushkin's State Memorial Historical, Literary and Natural Landscape Museum Reserve Mikhailovskoye with the historical and cultural monuments located on its territory to the State Registry of Specially Significant Objects of Cultural Heritage of the Peoples of the Russian Federation.
The museum reserve conducts its activities in accordance with Federal Law No 54-FZ of 26 May 1996 On Museum Fund of the Russian Federation and Museums of the Russian Federation. Any construction, irrigation, economic and other activities on the territory of the museum reserve are not regulated by the aforementioned law.
In accordance with Clause 3 of the Federal Law On Cultural Heritage Objects (historical and cultural monuments) of the Peoples of the Russian Federation, a sight is a cultural heritage object that may include memorial places related to outstanding historical characters.
The Law also stipulates (Paragraph 3 of Clause 35) that the Russian Ministry of Culture determines the use of the sight's territory, imposes restrictions on the use of such territory, and sets requirements for economic activities, design and development on the sight.
In Accordance with Clause 18 of the Law, cultural heritage objects of federal significance are entered into a unified state register on the Russian Government's order in conformity with conclusions of the state historical and cultural evaluation.
In order to preserve the historical, cultural and natural landscape related to the life and work of Alexander Pushkin, the signed directive designates the museum reserve alongside with the adjacent territory Sight Related with Alexander Pushkin's life and work in the village of Mikhailovskoye and its environs in Pushkinogorsky District, Pskov Region as a cultural heritage site of federal significance.
This will ensure state protection not only of historical and cultural monuments in the museum reserve but also those located on its territory.
