Government approves the state programme Justice

 
 
 

The State Programme has been developed by the Ministry of Justice.

The author and executive manager of the State Programme is the Ministry of Justice of the Russian Federation; the co-managers are the Federal Penitentiary Service and the Federal Bailiff Service.

The State Programme includes the following sub-programmes:

-         Protecting Public Interests and the Rights of Citizens and Organisations;

-         Developing the Forensic Expert Institutions of the Ministry of Justice of the Russian Federation;

-         Regulating State Policy in the Sphere of Executing Criminal Sentences;

-         Improving Compulsory Execution of Judicial Rulings and Acts of Other Agencies and Officials, and Ensuring Established Procedure in Judicial Activities;

-         Enhancing the Efficiency of State Administration in the Implementation of the State Programme.

The State Programme is aimed at promoting a rule-of-law model of public conduct in society, overcoming legal nihilism, maintaining respect for law, and raising confidence in the justice system.

The objectives of the State Programme are as follows:

1)    better protecting public interests and the rights of citizens and organisations;

2)    developing a general strategy in the sphere of forensic expert activities and modernising federal state-financed forensic expert institutions of the Ministry of Justice of the Russian Federation;

3)    improving the execution of judicial acts and criminal sentences, including the development of a general strategy of state policy in the sphere of executing criminal sentences;

4)    improving the execution of judicial rulings and acts of other agencies and officials, including by modernising the relevant system, as well as ensuring established procedure in judicial activities;

5)    oversight of the implementation of the State Programme.

Targets and indices of the State Programme:

1)    ratio of registered active lawyers to the population of the Russian Federation;

2)    ratio of registered notaries public to the population of the Russian Federation;

3)    amount of forensic examinations and studies performed (in monetary terms);

4)    amount of forensic examinations and studies performed (in physical terms);

5)    compliance with the legislation of the Russian Federation during state registration of non-profit organisations (ratio of decisions recognised as unlawful by courts or the Ministry of Justice of Russia to the total number of accepted decisions);

6)    actually executed proceedings (as a percentage of the overall number of executed proceedings recorded during the period under review);

7)    protection of the buildings of arbitration courts and general jurisdiction courts (percentage of buildings, arbitration and supreme courts of republics, territorial and regional courts, federal city courts, autonomous region and autonomous area courts, as well as district (fleet) military courts providing with 24/7 security);

8)    percentage of convicts without a profession (skill) released from detention facilities;

9)    the number of investigative facilities with detention facilities that conform with the legislation of the Russian Federation (as a percentage of the total number of investigative facilities);

10)  the number of penitentiaries with detention facilities that conform to the legislation of the Russian Federation (as a percentage of the total number of penitentiaries).

The State Programme is to be implemented in one stage between 2013 and 2020.

The expected effects of the implementation of the State Programme are as follows:

1)    observance of the rights and fundamental freedoms of humans and citizens;

2)    improved protection of the rights and legitimate interests of citizens and businesses;

3)    improved execution of judicial rulings and acts of other agencies.

Implementation of the State Programme shall be assessed by the Ministry of Justice of Russia using efficiency indices (targets) that measure progress in the various categories of the State Programme.

The State Programme was considered at a meeting of the Government of the Russian Federation on March 28, 2013.
