Government approves the state programme Socioeconomic Development of the Russian Far East and the Baikal Region

 
 
 

The directive approving the state programme was drawn up by the Ministry for the Development of the Russian Far East, which is the executive manager in charge of the programme. The co-manager is the Ministry of Regional Development.

The approved state programme is designed to create conditions for the accelerated development of the Russian Far East and the Baikal Region, to transform it into a competitive region with a diversified economy, and to improve the social and demographic situation in the macro-region.

The state programme includes two federal targeted programmes and 12 sub-programmes:

Federal targeted programmes:

- Economic and Social Development of the Russian Far East and the Baikal Region to 2018;

- Socioeconomic Development of the Kuril Islands (Sakhalin Region) for 2007-2015;

Sub-programmes:

- Increasing the Efficiency of the Economy of the Russian Far East and the Baikal Region;

- Developing the Mineral and Raw Material Complex of the Russian Far East and the Baikal Region;

- Developing the Forest Industry of the Russian Far East and the Baikal Region;

- Developing the Fishing Industry of the Russian Far East and the Baikal Region;

- Developing the Agro-Industrial Complex of the Russian Far East and the Baikal Region;

- Developing the Transport Infrastructure of the Russian Far East and the Baikal Region;

- Developing the Power Infrastructure of the Russian Far East and the Baikal Region;

- Creating Comfortable Living Conditions in the Russian Far East and the Baikal Region;

- Ensuring Environmental Safety and Protection in the Russian Far East and the Baikal Region;

- Scientific and Personnel Support for the Implementation of the State Programme of the Russian Federation, Socioeconomic Development of the Russian Far East and the Baikal Region;

- Promoting Tourism in the Russian Far East and the Baikal Region;

- Ensuring the Implementation of the State Programme of the Russian Federation, Socioeconomic Development of the Russian Far East and the Baikal Region;

Timeframe for implementation of the state programme: 2014 – 2025.

Main goals of the state programme:

- accelerating economic growth in the macro-region;

- increasing the share of extra-budgetary sources of investments in the macro-region;

- increasing the share of products with high added value;

- increasing the infrastructure capacity of the macro-region's economy, including energy security and transport access, including development of transit capacity;

- implementing a regional cluster policy;

- increasing the share of permanent residents in the macro-region's population;

- enhancing the economic and social integration of the macro-region's population with the population in the rest of Russia.

Implementation of the state programme will help accelerate the socioeconomic development of the Russian Far East and the Baikal Region relative to the average rates for Russia.
