Government approves the State Programme Natural Resources Use and Restoration

 
 
 

The Ministry of Natural Resources and Environment, which drafted the programme, shall act as its chief executor. The Ministry of Agriculture, the Federal Service for Supervision of Natural Resources, the Federal Service for Hydrometeorology and Environmental Monitoring, the Federal Agency for Water Resources, the Federal Agency for Mineral Resources, the Federal Agency for Fisheries and the Federal Agency for Construction, Housing and Utilities shall also implement the programme.

The state programme includes the following sub-programmes:

  • Restoration of the Raw Materials and Mineral Resources Potential and Geological Prospecting to Study Mineral Deposits;
  • Use of Water Resources;
  • Preservation and Restoration of Hunting Resources;
  • Ensuring the Implementation of the State Programme.

Furthermore, the state programme includes a Certificate of the Federal Targeted Programme Development of the Water Infrastructure Sector of the Russian Federation in 2012-2020.

The state programme was drafted taking into account the state policy priorities in the sphere of nature management, which are reflected in the National Security Strategy of the Russian Federation to 2020, approved by Presidential Executive Order No 537 of May 12, 2009; the Long-Term Socioeconomic Development Concept of the Russian Federation to 2020, approved by Government Directive No 1662-r of November 17, 2008; the Geological Sector Development Strategy of the Russian Federation to 2030, approved by Government Directive No 1039-r of July 21, 2010; the Water Strategy of the Russian Federation to 2020, approved by Government Directive No 1235-r of August 27, 2009; the Maritime Activity Development Strategy of the Russian Federation to 2030, approved by Government Directive No 2205-r of December 8, 2010; as well as other strategic long-term documents, with due account for provisions of State Policy Priorities in the Area of Environmental Development of the Russian Federation to 2020, approved by the President on April 30, 2012.

The main goals of the state programme are as follows:

to ensure the sustainable provision of the national economy with mineral deposits and reserves and to provide geological information about these deposits and reserves;

to ensure the sustainable use of water, while preserving water ecosystems and protecting the population and economic facilities from negative impacts of water;

to ensure the preservation, restoration and cost-effective use of hunting resources.

These goals should be achieved by accomplishing the following key objectives:

to ensure subsequent studies of geological resources and to conduct geological prospecting operations on the territory of the Russian Federation and on its continental shelf, in the Arctic and the Antarctic, and obtain geological information;

to ensure the restoration of the raw materials and mineral resources potential, as well as the cost-effective use of raw materials and mineral resources;

to ensure socioeconomic demand for water resources, to protect and restore bodies of water;

to protect water-infrastructure systems and hydro-technical facilities;

to protect the population and economic facilities from negative impacts of water;

to ensure the preservation and restoration of hunting resources.

The implementation of geological prospecting projects and projects to restore the raw materials and mineral resources potential, water and hunting resources will make it possible to accomplish the following objectives:

to create a modern geological map network of the territory of the Russian Federation and its continental shelf, as well as the relevant network of the Arctic and the Antarctic, for the purposes of economic activity;

to ensure the development of the national raw materials and mineral resources potential in order to meet the raw materials demand of basic industries of the fuel and energy, agro-chemical and construction sectors, the nuclear industry, ferrous and non-ferrous metallurgy;

to ensure guaranteed water supplies to the population and to create reliable           conditions for the development of the industry, the energy sector, water transport, the fishing sector and agriculture through the cost-effective use of the national water resources potential by reducing water-consumption volumes at production facilities and by reducing unproductive losses of water resources; to ensure the safe  and reliable operation and maintenance of available hydro-technical facilities;

to preserve the main types of hunting resources, primarily of wild hoofed animals, and increase their populations in the interests of current and future generations; to ensure more cost-effective federal state hunting oversight and minimise factors negatively affecting the size of hunting resources.

There are plans to implement the relevant measures, which are stipulated by the state programme, in 2013-2020.
