The Ministry of Regional Development has drafted the State Programme, and it shall also act as its chief executor. The Federal Migration Service shall act as co-executor of the Programme. The Ministry of Finance shall also take part in implementing the Programme.
The State Programme includes the following three sub-programmes:
- Improving Federal Relations and the Management of Regional Development;
- Strengthening the Unity of the Russian Nation and Ensuring the Ethnic-Cultural Development of Russia’s Peoples;
- Assisting the Voluntary Relocation of Compatriots Living Abroad to the Russian Federation.
The State Programme aims to ensure the well-balanced development of the Russian regions.
The following objectives shall be accomplished in order to attain this goal:
- Inducing regional state authorities and local government agencies to expand their own economic potential;
- Improving federal relations and the local government system, including mechanisms and terms for delegating federal powers and authority to Russian regions;
- Strengthening the unity of the multi-ethnic Russian nation;
- Creating incentives for and providing assistance to compatriots for their voluntary relocation to the permanent place of residence in the Russian Federation;
- Ensuring the social and economic development of regions;
- Addressing demographic issues, primarily in high-priority residential areas.
The implementation of the State Programme is expected to ensure the well-balanced socio-economic development of Russian regions, to make regional economies more competitive and to reduce inter-regional differentiation levels in the socio-economic development of regions and in the population’s quality of life.
Period for implementing the State Programme: 2013-2020.
