The document was drafted by the Federal Drug Control Service in an effort to combat illegal drug trafficking and to coordinate the counter-drug operations of federal agencies in Russian regions.
The programme includes the following sub-programmes:
- Comprehensive Measures to Combat Illegal Drug Trafficking;
- Coordination of Counter-Drug Operations of Federal Executive Agencies and Regional Executive Agencies.
The programme stipulates the following targets and parameters:
- The percent of recorded serious and particularly serious crimes being investigated by drug enforcement divisions of the total number of recorded crimes being investigated by drug enforcement divisions;
- The percent of organised crimes, which have been preliminarily investigated by drug enforcement divisions, of the total number of crimes, which have been preliminarily investigated by drug enforcement divisions;
- The percent of criminals, whose cases have been preliminarily investigated by drug enforcement divisions, of the total number of criminals, whose cases have been preliminarily investigated by drug enforcement divisions.
Various types of search and investigative operations to expose, prevent, thwart and solve drug-related crimes will be conducted under the programme. Effective cooperation with the civil society, federal executive agencies, the regions, local governments and the public in the sphere of counterdrug actions will be pursued.
There are plans to implement measures to establish feedback from society in the sphere of counterdrug actions, including the use of advanced technology.
Efforts to improve human resources policies, as well as research and development and methodology in the sphere of counterdrug activities , are important elements in this activity.
There are plans to implement the following measures during the organisation of international multilateral and bilateral cooperation in drug enforcement activities:
- Improve the contractual-legal base for international cooperation;
- Implement measures linked with the organisational activities of the foreign offices of the Federal Drug Control Service, as well as those making it possible to improve the regulatory framework of their activities and to make these activities more effective;
- Implement measures making it possible to open new Federal Drug Control Service’s foreign offices in other countries;
- Increase the presence of the concerned Russian ministries and departments’ personnel in specialised international organisations.
The following measures are planned under the programme:
- Draft and implement state measures to more actively combat the use of drugs among young people, including measures to organise potential employment, top-quality recreational opportunities for young people and to ensure social infrastructure development;
- Create a system of educational, cultural, physical fitness and sport measures to promote individual development and to create incentives for a healthy lifestyle;
- Draft and implement a programme to create an anti-drug media promotion;
- Implement preventive measures with regard to population categories that have a higher risk for drug misuse, and children in difficult situations;
- Create a system to identify individuals who misuse drugs;
- Involve the Federal Drug Control Service in creating a national system of social rehabilitation and re-socialisation.
The single-stage state Combating Illegal Drug Trafficking, , due to be implemented in 2013-2020, will receive a total of 212.16 billion roubles. In all, 23.42 billion roubles will be allocated in 2013. Moreover, 23.27 billion roubles and 23.09 billion roubles will be allocated over the 2014-2015 planning period, respectively.
Expected programme-implementation results:
- Greater protection of individuals, society and the state from drug-related threats;
- More effective cooperation between federal executive agencies and regional executive agencies during the organisation of drug enforcement operations.
