Based on the results of the meeting of October 11, 2012 on the development of the transport and energy infrastructure in the Far East and Baikal Region with the use of public-private partnership mechanisms, including Vnesheconombank instruments, the following decisions were adopted:
1.To take note of reports by the Minister of the Russian Federation for the Development of the Far East and Plenipotentiary Representative of the Russian President in the Far Eastern Federal District, Viktor Ishayev, First Deputy Prime Minister Igor Shuvalov, State Secretary, Deputy Finance Minister of the Russian Federation Sergei Shatalov, and Chairman of the Board of the State Corporation The Bank of Development and Foreign Economic Activities (Vnesheconombank) Vladimir Dmitriyev on the above issue.
2.Vnesheconombank (Vladimir Dmitriyev), jointly with the Ministry of Economic Development, the Ministry of the Development of the Far East, the Ministry of Energy, the Ministry of Regional Development, the Ministry of Industry and Trade, the Ministry of Transport, the Ministry of Agriculture, OAO RZD and OAO FSK UES, shall compile and submit to the Government an agreed list of priority investment projects to be implemented with the participation of the OAO Fund for the Development of the Far East and Baikal Region, including projects for creating adjacent energy and transport infrastructure using the mechanism of special project companies for which individual tariff decisions will be taken by regulatory bodies.
3.The Ministry of Finance (Anton Siluanov) and the Ministry of Economic Development (Andrei Belousov), jointly with Vnesheconombank, shall prepare proposals on the additional financing of programme measures in the regions of the Far East and East of Lake Baikal as well as on additional capitalisation of Vnesheconombank for the purpose of developing the investment activities of the OAO Fund for the Development of the Far East and Baikal Region in the amount of not less than 100 billion roubles, taking into account the following sources: proceeds from the privatisation of federal property, dividends on shares owned by the Russian Federation, revenues from managing the National Welfare Fund and profits of the Central Bank of the Russian Federation.
The results shall be reported to the Government by October 25, 2012.
4.The Ministry of Finance (Anton Siluanov) and the Ministry of Economic Development (Andrei Belousov), with the participation of the federal executive bodies concerned, shall prepare proposals on introducing amendments to the regulatory legal acts for granting tax breaks to enterprises on the territory of the Far East and the Baikal Region and submit them to the Government according to standard procedure.
5.The Ministry of Finance (Anton Siluanov), the Ministry of Industry and Trade (Dmitry Manturov), the Ministry of Energy (Alexander Novak), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Natural Resources (Sergei Donskoi), with the participation of the federal executive bodies concerned, shall, in order to create additional possibilities for implementing investment projects, prepare and submit to the Government according to standard procedure proposals on differentiated rates of taxation on the extraction of subsoil resources concerning solid minerals.
6.The Ministry of Economic Development (Andrei Belousov), the Ministry for the Development of the Far East (Vladimir Ishayev), the Ministry of Finance (Anton Siluanov), the Ministry of Regional Development (Valery Gayevsky), the Ministry of Industry and Trade (Dmitry Manturov), the Ministry of Transport (Maxim Sokolov) and the Ministry of Culture (Vladimir Medinsky) shall submit to the Government proposals on creating various types of special economic zones in the Far East and Baikal region.
7.The Ministry of Energy (Alexander Novak) and the Ministry of Natural Resources (Sergei Donskoi), jointly with the federal executive bodies concerned, shall study the issue of applying the production sharing agreements scheme to major investment projects for the extraction of minerals on the territory of the Far East and Baikal region.
The results shall be reported to the Government.
8.The Ministry of Economic Development (Andrei Belousov) and the Ministry of Industry and Trade (Dmitry Manturov) shall study tariff regulation of raw timber exports.
The results shall be reported to the Government.
9.Vnesheconombank (Vladimir Dmitriyev) shall submit to the next meeting of the Vnesheconombank supervisory board the issue of increasing the authorised capital of Vnesheconombank for investment activities of the OAO Fund for the Development of the Far East and Baikal Region, providing information on the organisational structure and the development of human resources, and the organisation of the investment process, including the investment decision-making process by the above company.
10.The Ministry of Economic Development (Andrei Belousov), the Ministry of Regional Development (Valery Gayevsky), the Ministry of Finance (Anton Siluanov) and Vnesheconombank (Vladimir Dmitriyev) shall ensure the fulfilment of Presidential instructions Pr-767 (subitem “b”, item 2) and submit to the Government according to standard procedure proposals on amendments to the legislation that envisage the implementation of investment projects on the basis of public-private partnerships with the use of the mechanism of financing the building of infrastructure at the expense of the investor with subsequent compensation of the investor’s costs from budget revenues that accrue as a result of additional tax resulting from the implementation of the projects, including the use of the instrument of the Investment Fund of the Russian Federation.
11.The Ministry of Natural Resources (Sergei Donskoi), the Ministry for the Development of the Far East (Vladimir Ishayev), the Ministry of Regional Development (Valery Gayevsky), the Ministry of Energy (Alexander Novak) and Rosnedra (Alexander Popov) shall consider possible instruments for the fast track-introduction of mineral deposits, including the construction of infrastructure and the creation of processing facilities.
12.The Ministry of Natural Resources (Sergei Donskoi), Rosprirodnadzor (Vladimir Kirillov) and Rosnedra (Alexander Popov) shall report progress of the fulfilment of obligations under licenses to use subsoil resources, and consider the option of introducing a special programme for licensing the use of subsoil resources for the Far East and Baikal region.
13.First Deputy Prime Minister Igor Shuvalov shall coordinate the fulfilment of the above decisions.
