Prime Minister Dmitry Medvedev issued the following instructions in line with the Russian President's instructions No Pr-144GS of 31 January 2013:
1 Re Subsection A of Section 1 (Paragraph 2) of the President's instructions:
The Ministry of Finance (Anton Siluanov), Ministry of Economic Development (Andrei Belousov) and Ministry of Industry and Trade (Denis Manturov), in collaboration with the executive authorities of the constituent entities of the Russian Federation, shall submit proposals on encouraging the regions to attract investments in new production facilities and increasing highly productive jobs.
Deadline: 5 March 2013.
2. Re Subsection A of Section 1 (Paragraph 3) of the President's instructions:
The Ministry of Finance (Anton Siluanov), Ministry of Economic Development (Andrei Belousov), and Ministry of Regional Development (Igor Slunyayev), in collaboration with executive authorities of the constituent entities of the Russian Federation, shall submit proposals on government grants to the constituent entities of the Russian Federation with best results in attracting investments into their region.
Deadline: 5 March 2013.
3. Re Subsection B of Section 1 of the President's instructions:
Ministry of Economic Development (Andrei Belousov), jointly with respective federal executive bodies, shall present proposals on abolishing excessive powers of the regional offices of the federal executive bodies with regard to their impact on entrepreneurial activities.
Deadline: 14 March 2013.
4. Re Subsection C of Section 1 of the President's instructions:
The Ministry of Economic Development (Andrei Belousov), Ministry of Finance (Anton Siluanov), Ministry of Regional Development (Igor Slunyayev) and Ministry of Industry and Trade (Denis Manturov) shall submit draft amendments to the Russian legislation aimed at creating mechanisms of government support for industrial parks.
Deadline: 14 March 2013.
5. Re Subsection A of Section 2 of the President's instructions:
The Ministry of Economic Development (Andrei Belousov), Ministry of Finance (Anton Siluanov), in collaboration with the Autonomous Non-Profit Organisation The Agency of Strategic Initiatives to Promote New Projects, shall present proposals on setting up an integral management system for managing the process of attracting foreign investments to the Russian Federation.
Deadline: 14 March 2013.
6. Re Subsections B and C of Section 2 of the President's instructions:
The Ministry of Economic Development (Andrei Belousov) and Ministry of Regional Development (Igor Slunyayev), in collaboration with the Autonomous Non-Profit Organisation The Agency for Strategic Initiatives to Promote New Projects, shall
make recommendations on copying the best practices of attracting foreign investments to the constituent entities of the Russian Federation;draft recommendations on the introduction of a performance assessment standard for executive bodies in the constituent entities of the Russian Federation regarding the creation of a favourable investment climate in the region.
Deadline: 16 April 2013.
7. Re Subsection D of the President's instructions:
The Ministry of Science and Education (Dmitry Livanov), Ministry of Labour (Maxim Topilin) and Ministry of Economic Development (Andrei Belousov), in collaboration with the Autonomous Non-Profit Organisation The Agency for Strategic Initiatives to Promote New Projects, shall develop a federal education programme to retrain civil servants with regard to attracting investments and shall submit proposals on the implementation of the programme at the leading federal universities.
Deadline: 15 April 2013.
The results shall be reported to the Government within the deadlines stated above together with respective draft reports to the Russian President and with draft legislation where applicable.
