Press Release
The following decisions were made on issues under discussion at the Government meeting on April 4, 2011:
1. On the preparation for the Government's annual report to the State Duma
The Ministry of Economic Development, the Ministry of Finance, the Ministry of Healthcare and Social Development, the Ministry of Education and Science, and the Ministry of Industry and Trade jointly with the relevant federal executive bodies are instructed to develop and submit within one week to the Government materials on Government priorities for 2011-2012 and measures for their implementation.
The Ministry of Education and Science, the Ministry of Economic Development, the Ministry of Finance, the Ministry of Healthcare and Social Development, the Ministry of Regional Development, the Ministry of Sport, Tourism and Youth Policy, and the Ministry of Culture – together with the relevant federal executive bodies and regional executive bodies – are instructed to develop and submit by April 15, 2011 proposals on the programme to modernise the material and technical base of primary, general, secondary and supplementary educational institutions, to raise teachers’ salaries on co-funding conditions, and also proposals regarding the timeframe for implementing the programme.
2. On implementing work on adopting new generation federal state educational standards
The Ministry of Education and Science and the Ministry of Justice are instructed to conclude within one month work on approving federal state educational standards of higher professional education.
The Ministry of Education and Science jointly with the federal and regional executive bodies concerned are instructed to provide for the execution as of September 1, 2011 of fundamental professional educational programmes based on the new generation federal state educational programmes. The report should be submitted to the Government by December 15, 2011.
3. On the draft federal law On Introducing Amendments to Paragraph 3 of Article 35 of the Federal Law On Joint Stock Companies and to Paragraph 3 of Article 20 of the Federal Law On Limited Joint Stock Companies
The Government approved the draft federal law on this issue and decided to submit it to the State Duma in the established order.
4. On the draft federal law On Introducing Amendments to Some Legislative Acts of the Russian Federation in Respect of Improving the Efficiency of Organising State Environmental Monitoring
The Government approved the draft federal law on this issue and decided to submit it to the State Duma in the established order.
5. On the draft federal law On Introducing Amendments to the Federal Law On Veterans
The Government approved the draft federal law on this issue and decided to submit it to the State Duma in the established order.
6. On Introducing amendments to some Government acts on providing rehabilitation equipment to people with disabilities
The Government adopted a draft resolution on this issue.
7. On introducing amendments to the Statute on the Ministry of Economic Development
The Government adopted a draft resolution on this issue.
8. On Introducing amendments to the Statute on the Federal Service for Financial Markets
The Government adopted a draft resolution on this issue.
9. On preparing and conducting the Russian stage of the annual international Silk Way Rally
The Government adopted a draft executive order on this issue.
10. On extending contributions with federal budget allocations to the Ukrytiye Chernobyl Fund and Nuclear Security Bank Account
The government adopted a draft executive order on this issue.
11. On extending to the Republic of Dagestan from the Reserve Fund of the Government of the Russian Federation for the Prevention and Liquidation of Emergency Situations and the Aftermath of Natural Disasters budget allocations to cover the expenses for urgent repair work at facilities damaged during terrorist attacks on March 31, 2010 in Kizlyar (Republic of Dagestan).
The Government adopted a draft executive order on this issue.
