On February 1, Dmitry Medvedev is to meet with participants of the Programme to Train Healthcare and Education Managers. The meeting will discuss the effectiveness of the implementation of the Programme and the prospects for its application in other spheres.

-         The Programme to Train Healthcare and Education Managers in 2011-2014 has been implemented since 2011 under Government Executive Order No. 1665-r dated September 27, 2011.

The sole executor of the Programme is the Russian Presidential Academy of National Economy and Public Administration.

The Programme is designed to train senior executives of healthcare and education management agencies of Russian regions and municipal entities, head doctors of healthcare institutions and headmasters of secondary education institutions in modern managerial technologies.

The objective of the Programme is to ensure the effective implementation of measures in the programmes to modernise the healthcare system of Russian regions and programmes to modernise regional secondary education systems, to implement public sector reforms, to ensure institutions are working in line with state (municipal) assignments and contracts, and to modernise the social sector. This is designed to increase the affordability and quality of medical and educational services for the people of Russia.

Under the Programme, there are plans to train up to 15,000 managers in the field of healthcare and education, so that they master modern managerial skills and technologies.

In 2011-2012, 6,985 people were trained under the programme, including:

389 Category A students of the Healthcare Management programme (heads of healthcare management agencies);

396 Category A students of the Education Management programme (heads of education management agencies);

3,079 Category B students of the Healthcare Management programme (head physicians);

3,121 Category B students of the Education Management programme (school headmasters).

Programme participants are trained using modern educational technologies, including the project method of teaching, analysis of practical situations and computer simulations.

The project themes reflect specific guidelines for regional healthcare and education modernisation programmes in the Russian Federation. Most students plan to implement various project ideas resulting from their studies in their practical work.

In 2011-2012, 396 programme participants with the best projects completed advanced training courses abroad at leading medical and educational institutions as part of the implementation of the Programme.

Advanced training courses have been organised in various countries which have made significant progress in modernising their national healthcare and educational systems, and at institutions whose managerial and organisational skills can be used to modernise the healthcare and education systems in the Russian Federation.
