Following a Government meeting on measures to stimulate economic growth on December 26, 2012 the following decisions have been taken:
1. To take into consideration the report by the Minister of Economic Development on this issue.
2. Vnesheconombank is to submit a report to the Government on implementing the decisions of the Supervisory Board of Vnesheconombank on organising support for the export of high-tech products.
3. The Ministry of Economic Development is to submit proposals to the Government by February 5, 2013 on modifying the action plan/road map “Improving the Business Climate in the Construction Industry,” which was approved by Government Directive No. 1487-r of August 16, 2012.
4. The Ministry of Economic Development, the Ministry of Regional Development and the Ministry of Finance are to submit proposals to the Government on restructuring the mechanisms of the Investment Fund of the Russian Federation, with the aim of enabling large-scale infrastructure projects to be financed.
5. The Ministry of Finance, in conjunction with the Bank of Russia, is to draft and proposals to enable the refinancing mechanisms of loan agencies to be expanded. They should be submitted to the Government in the first quarter of 2013.
6. The Ministry of Finance, in conjunction with the Bank of Russia, is to study the possibility of a differentiated approach during the accumulation of reserves to compensate possible loan-related losses and loan-debt losses and those incurred by other debts with the same status.
The results should be reported to the Government in the first quarter of 2013.
7. The Ministry of Economic Development, in conjunction with the Ministry of Labour and Social Security and the Ministry of Finance, is to draft proposals on the preservation of exemptions for small businesses on insurance premium payments into state extra-budget funds, and submit them to the Government.
8. The Ministry of Economic Development is to study the issue of supporting Russian manufacturers during the creation of the federal contract system.
The results are to be reported to the Government by February 5, 2013.
