List of instructions by Prime Minister Dmitry Medvedev following a meeting on the development of the Moscow transport hub

 
 
 

1. The Ministry of Transport (Maxim Sokolov) shall examine the proposals of the Moscow Government and the Moscow Region Government, while updating the Transport Strategy of the Russian Federation until 2030 as regards specific decisions on the Moscow transport hub.

2. The Ministry of Transport (Maxim Sokolov), in cooperation with the Moscow Government and the Moscow Region Government, as well as the Directorate of the Moscow Transport Hub, shall update the programme for the development of the transport sector of the Moscow Region until 2020 and focus on resolving the following issues:

High-priority development of the transport network involving all public transport modes;

Construction of horizontal and multi-level transport interchange hubs;

Utilisation of the potential of available, incomplete and planned railway transport facilities during the organisation of transit traffic for the population of the city of Moscow and the Moscow Region;

Modernisation and construction of the road-and-street network, including construction of outbound routes and bypass / separate connecting loop roads;

Increase of the competitiveness of Moscow Region airports and development of their attendant infrastructure;

Attraction of loans and private investment for the co-financing of projects being implemented under a programme for the development of the transport sector of the Moscow Region;

Use of project-funding mechanisms, including the attraction of pension savings for investment in infrastructure bonds, during the implementation of infrastructure projects as regards the development of the transport sector of the Moscow Region.

Stipulation of measures for the development of the transport infrastructure linked with the incorporation of territories, which were previously part of the Moscow Region, into the city of Moscow, while updating the programme.

Deadline: July 9, 2013.

3. The Ministry of Transport (Maxim Sokolov), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Finance (Anton Siluanov), in cooperation with the Government of Moscow and the Government of the Moscow Region, shall draft proposals on the approval of the programme for the development of the transport sector of the Moscow Region as a separate sub-programme of the state programme Development of the Transport System. They shall submit the relevant proposals to the Government by October 15, 2012.

4. The Ministry of Finance (Anton Siluanov) shall study the issue of high-priority allocation of additional federal-budget funding to finance the railway infrastructure of the Moscow transport hub. This funding should total at least 97.3 billion roubles in 2016-2020, including at least 47 billion roubles’ worth of Moscow budget funding and at least 39 billion roubles' worth of Russian Railways funding. 

5. The Ministry of Finance (Anton Siluanov), the Ministry of Transport (Maxim Sokolov) and the Ministry of Economic Development (Andrei Belousov), in cooperation with the Government of the Moscow Region, shall examine the issue as regards the allocation of additional federal-budget funding for construction of regional motorways, including bypass / separate connecting loop roads, and the modernisation of railway crossings at different levels.

6. The Ministry of Transport (Maxim Sokolov), the Ministry of the Interior (Vladimir Kolokoltsev), in cooperation with the Government of Moscow, the Government of the Moscow Region and the Government of the Kaluga Region, shall draft proposals on restricting lorry traffic along Moscow and Moscow Region roads, in conjunction with resolving the issue as regards the creation of the required lorry parking and unloading infrastructure on the outskirts of Moscow and the Moscow Region, including through the creation of transport-logistics facilities at the approaches to Moscow and through the implementation of a pilot project in the Kaluga Region.

7. The Ministry of Regional Development and the Ministry of Transport, in cooperation with the Government of Moscow and the Government of the Moscow Region, shall submit proposals on amending national legislation. These proposals shall stipulate the following measures:

A ban on the approval of documents as regards the lay-out of construction sites for permanent facilities, whose transport-infrastructure requirements do not meet infrastructure-utilisation levels pending the opening and commissioning of such permanent facilities;

The possibility of conducting state expert examinations of project forms and records as regards any specific facility located in two Russian regions by an organisation of one of such Russian region, which is duly authorised to conduct state expert examinations of project forms and records and the results of engineering surveys, as stipulated by a party ordering the project forms and records in question.

Deadline: December 12, 2012.

8. Deputy Prime Minister Arkady Dvorkovich and the Ministry of Finance (Anton Siluanov) shall analyse the situation as regards the calculation of value-added tax volumes during the awarding of a state contract to render municipal ground-transit services to the population. If necessary, they shall submit proposals to ensure a unified approach during the calculation of VAT volumes for all transit system modes.

9. The Ministry of Finance (Anton Siluanov) shall submit proposals on amending the Budget Code of the Russian Federation as regards the inclusion of payments for the use of parking facilities (parking space) into the list of non-tax budget revenues.

10. The Ministry of Transport (Maxim Sokolov) and the Ministry of Economic Development (Andrei Belousov), in cooperation with the Government of Moscow, shall submit proposals on amending national legislation. These proposals shall stipulate the following measures:

Ensure tougher control over chartered carriage of passengers and luggage. If necessary, companies engaged in this activity will have to obtain the required licenses;

Introduce a ban for transport companies engaged in chartered carriage of passengers and luggage to embark and disembark passengers on streets and territories bordering on the territories of bus and railway terminals and stations, stipulating that the boundaries of these territories shall be established by regional executive bodies;

Stipulate administrative responsibility for the violation of the above-mentioned provisions and authorise regional government bodies to examine cases as regards these administrative violations.

Deadline: November 14, 2012

11. The Interior Ministry (Vladimir Kolokoltsev) and the Ministry of Transport (Maxim Sokolov) shall draft proposals on amending Traffic Regulations, which were approved by a Government Resolution No 1090 dated October 23, 1993, and the Code of Administrative Offences and to stipulate the following measures:

Introduction of new types of stopping and parking road signs;

Introduction of a ban on the stopping and parking of buses that do not carry passengers on regular routes, at bus stops or closer than 15 metres from them for the purpose of embarking and disembarking passengers;

Transfer the relevant powers to examine cases as regards the above-mentioned administrative violations from police divisions to regional government bodies.

Deadline: February 14, 2013

12. The Ministry of Transport (Maxim Sokolov) and the Ministry of Economic Development (Andrei Belousov), in cooperation with the Moscow Government, shall submit proposals to make the federal-owned piers of the Western River Port in the city of Moscow the property of the city of Moscow.

13. The Ministry of Finance (Anton Siluanov), the Ministry of Transport (Maxim Sokolov), the Ministry of Economic Development (Andrei Belousov) and the Federal Tariffs Service (Sergei Novikov) shall do the following:

Examine, in cooperation with Russian Railways, the issue of annual budget subsidies in 2013-2015 for missed revenue shortfalls due to the state regulation of railway prices as regards long-haul railway passenger traffic;

Examine, in cooperation  with Russian Railways and other concerned Russian regions, the issue of annual budget subsidies in 2013-2015 for missed revenue shortfalls due to the state regulation of prices as regards railway-infrastructure services during the organisation of commuter-train traffic, with due consideration of the need to ensure the competitiveness of railway transport as compared to other transit systems.

14. The Ministry of Transport (Maxim Sokolov), in cooperation with the Government of the Kaluga Region, shall examine the issue of including the Yermolino airport in the city of Kaluga in this project, while assessing the management structure for airports of the Moscow air-transport hub.
