1. The Ministry of Economic Development (Andrei Belousov), the Ministry of Transport (Maxim Sokolov), and the Ministry of Finance (Anton Siluanov), in cooperation with the Government of the Moscow Region, the Moscow Government, Vnesheconombank, and the federal executive authorities and organisations concerned, shall establish a working group to determine the expediency and sources of additional funding for the construction of crossovers in the Moscow Region.
The results of the Working Group's activities shall be reported to the Government of the Russian Federation.
Deadline: November 25, 2012.
2. The Ministry of Transport (Maxim Sokolov), in cooperation with the Government of the Moscow Region and the Moscow Government, shall specify a list of priorities for the development of a network of regional motor roads in the Moscow Region, based on the opportunity to provide up to 30 billion roubles in additional allocations for the said undertakings between 2013 and 2015. In addition, they shall prioritise the construction of crossovers to eliminate railroad crossing at the ground level, taking into account commuter rail lines development prospects and the availability of up to 15 billion roubles in additional funding for the said facilities in 2012.
The specified list of undertakings shall be submitted to the Ministry of Economic Development within 10 days for consideration by the Working Group indicated in point 1.1 of these minutes.
3. A recommendation shall be made to the Government of the Moscow Region to amend the Moscow Region law On the Participation of the Moscow Region in the Public-Private Partnership in order to motivate investors and use the effective mechanisms for the implementation of investment projects in the sphere of transport infrastructure development.
