The countries intend to create jointly on their territories systems based on ERA-GLONASS, ensuring higher security levels and efficiency of the emergency response services during accidents and other emergencies in the area of road transport, as well as to advance the ERA-GLONASS-based market of navigation and information services. In this connection, the Russian Federation and the Republic of Kazakhstan plan to jointly introduce relevant proposals on amending the Technical Regulations of the Customs Union “On the Safety of Wheeled Vehicles,” approved by Customs Union Commission Decision No. 877 of 9 December 2011.
The Parties will cooperate in the following areas:
- developing the navigation services market infrastructure; determining pilot zones for the implementation of the relevant investment projects in the territories of the two states;
- carrying out research, technological and experimental programmes and projects for developing and mastering innovative technologies involving the use of ERA-GLONASS;
- exchanging information and technical data on navigation and information systems and equipment as well as ERA-GLONASS technologies;
- sending representatives of the Parties to attend scientific and methodological seminars as well as scientific and practical conferences with a view to exchanging experiences;
- consultancy in the development of navigation and information services based on ERA-GLONASS.
The Russian Ministry of Transport and the Ministry of Transport and Communications of Kazakhstan have been appointed as agencies responsible for such cooperation.
Specialised types of activity under the Memorandum will be performed by the Russian Nonprofit Partnership “Assisting the Development and Use of Navigation Technologies” and JSC Kazakhtelecom.
