– In April 2012, Russia voiced its plans to join the Open Government Partnership (OGP), an international organisation uniting over 50 countries working to enhance government transparency and accountability. In this way, Russia emphasised its efforts to achieve greater transparency in state governance.

– OGP member-states voluntarily take commitments to become more open and adopt a national action plan every year. The action plan is drafted with the direct participation of civil society representatives. In addition, government and public representatives of each state openly evaluate the plan.
